The Development of the Programs to Enhancement in Instructional Leadership of Teachers under Mahasarakham Primary Educational Service Area Office 1

Abstract

The aim of this research were to: 1) study current conditions; and 2) develop an Instructional leadership program for teachers under the Mahasarakham Primary Education Area Office District 1. Desirable conditions and needs for Instructional leadership of teachers under the Mahasarakham Primary Education Area Office. District 1 The sample used to collect data was 298 teachers. The tools used to collect data were questionnaires. Statistics used to analyze the data were frequency, percentage, mean, standard deviation, and essential needs index. Phase 2: Develop an Instructional leadership program for teachers affiliated with the office. Mahasarakham Primary Education Area District 1. The instruments used to collect data are assessments, statistics used to analyze data, including mean and standard deviation.

The results of the research appear as follows;

1. The current state of Instructional leadership is moderate overall, and when considered individually, most of them are moderate. The overall desirable conditions of Instructional leadership were at the highest level, and when considered individually, they were found to be at the highest level and the priority of the need to develop Instructional leadership among teachers. Sort by Priority Needs Index in descending order are innovative media, technology, learning process skills, knowledge, theory, and practice, self-development and fellow teachers.

2. The Instructional Leadership Program of Mahasarakham Primary Education Area Office District 1 consists of 1) principles, 2) program objectives, 3) program content, 4) implementation methods, 5) program measurement and evaluation. Module 1 for learning process skills, Module 2 for knowledge, Theory Module 3 for training, personal and peer teacher development, and Module 4 for media, innovation, and technology. Feasibility of an approach by a qualified person It was found that the overall suitability and feasibility were at the highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น และ 2) พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 การวิจัยครั้งนี้แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นด้านภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล คือ ครูผู้สอน จำนวน 298 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 โดยรวมอยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการของครู เรียงลำดับจากดัชนีความต้องการจำเป็นจากมากไปหาน้อย คือ ด้านสื่อนวัตกรรม เทคโนโลยี ด้านทักษะกระบวนการเรียนรู้ ด้านความรู้ ทฤษฎี และด้านการฝึกฝน พัฒนาตนเองและเพื่อนครู

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครู สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาของโปรแกรม 4) วิธีการดำเนินการ 5) การวัดและประเมินผลโปรแกรม เนื้อหาสาระประกอบด้วย 4 Module ได้แก่ Module 1 ด้านทักษะกระบวนการเรียนรู้ Module 2 ด้านความรู้ ทฤษฎี Module 3 ด้านการฝึกฝน พัฒนาตนเองและเพื่อนครู และ Module 4 ด้านสื่อ นวัตกรรม เทคโนโลยี โดยผลการประเมินความเหมาะสม ความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ พบว่า โดยภาพรวมมีความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
