The Development of Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in Secondary Educational Service Area Office Area, Surin

Abstract

The objectives of the research were; 1) to study the current state, the desirable state and the priority need of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin, and 2) to develop the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin. The study was divided into 2 phases. The first phase was a study of the current state, the desirable state and the priority need of the Internal Supervision Guidelines by the Professional Learning Community Concept. Using a questionnaire Rating Scale to collect data from 454 administrators and teachers using samples of Krejcie and Morgan and a Stratified Random Sampling technique. The second phase was to develop the Internal Supervision Guidelines by the Professional Learning Community Concept. Using an interview form to be collected from administrators and teachers in demonstrated schools and an assessment form to collect data from 5 distinguished educators. The descriptive statistics used in this study were mainly percentage, average, and analyzed priority needs index.

The results of this study were found:

1. The current state of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin overall was at a higher level and the desirable state of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin, the desirable conditions overall are at the highest level. For the Priority Needs Index of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin, ordering from the highest to the lowest as follows; the study of The current state problem and need of the Internal Supervision Guidelines by the Professional Learning Community Concept, the plan of the Internal Supervision Approach by the Professional Learning Community Concept, the implementation of the Internal Supervision Guidelines by the Professional Learning Community Concept, the results reflection, report and dissemination of the Internal Supervision Guidelines by the Professional Learning Community Concept and the evaluation, monitoring and improvement of the Internal Supervision Guidelines by the Professional Learning Community Concept respectively.

2. The Guidelines of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin consists of 5 components and 30 guidelines. The results of the suitability assessment and feasibility assessment of the Internal Supervision Guidelines by the Professional Learning Community Concept for Schools in the Secondary Educational Service Area Office Area, Surin. It was found that the guidelines were appropriate at the highest level and had the overall possibility at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ 2) เพื่อพัฒนาแนวทางการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ การวิจัยแบ่งออกเป็น 2 ระยะ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ โดยใช้แบบสอบถามมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ในการเก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครู จำนวน 454 คน โดยใช้ตารางกำหนดขนาดกลุ่มตัวอย่างของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบแบ่งชั้น (Stratified Random Sampling technique) ระยะที่ 2 การพัฒนาแนวทางการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ ใช้แบบสัมภาษณ์กึ่งโครงสร้าง สัมภาษณ์ผู้บริหาร ครูโรงเรียนต้นแบบ และแบบประเมินความเหมาะสมและความเป็นไปได้ในการเก็บรวบรวมข้อมูลจากผู้ทรงคุณวุฒิ 5 คน สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวม อยู่ในระดับมาก สภาพที่พึงประสงค์ของการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ โดยรวม อยู่ในระดับมากที่สุด และความต้องการจำเป็นของการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ เรียงลำดับค่าเฉลี่ยจากมากไปหาน้อย ได้แก่ ด้านการศึกษาสภาพปัจจุบัน ปัญหาและความต้องการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ ด้านการวางแผนการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ ด้านการดำเนินการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ ด้านสะท้อนผล รายงาน และเผยแพร่ผลการนิเทศภายใน โดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพและด้านการประเมินผล ติดตาม และปรับปรุงการทำงานการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ ตามลำดับ

2. แนวทางการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ ประกอบด้วยทั้งหมด 5 ด้าน 30 แนวทาง ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการนิเทศภายในโดยใช้แนวคิดชุมชนแห่งการเรียนรู้ทางวิชาชีพ สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาสุรินทร์ พบว่า แนวทางมีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
