Developing Guidelines for Academic Administration using the Deming Cycle of Private School under the Office of Education, Mahasarakham Province

Abstract

The objectives of this research were (1) to study the current state, desired state, and needs in academic administration using the Deming Cycle of private school under the office of Education, Mahasarakham Province and (2) to study guidelines for academic administration using the Deming Cycle of private school under the office of Education, Mahasarakham Province. The samples in this study included 265 administrators and teachers, who were randomly selected. The sample size was determined using the table of Krejcie and Morgan. The instruments used in data collection consisted of a questionnaire and a structured interview. The questionnaire was in the form of five-rating scale based on the Likert scale. It also comprised the open-ended questions. The questionnaire was tried out with other 30 administrators and teachers who were not included as samples in this study in order to verify the quality of questionnaire, revealing that its discrimination index ranged from .67-.85 and its reliability was .94. The statistics, which were used to analyze the current state, desired state, and needs in academic administration using the Deming Cycle of private school under the office of Education, Mahasarakham Province, consisted of mean (x̅), standard deviation (S.D.), and Priority Needs Index (PNImodified). In terms of guidelines for academic administration of private schools affiliated with Mahasarakham Provincial Education Office, the data from schools with the best practice was analyzed. Findings indicated that according to the opinions of administrators and teachers at private schools affiliated with Mahasarakham Provincial Education Office, the current state of academic administration in overall and in each aspect was at the high level (x̅ = 4.21), while the desired state was at the highest level (x̅ = 4.70) and Priority Needs Index (PNImodified = 0.13) In terms of guidelines for academic administration of private schools affiliated with Mahasarakham Provincial Education Office, it was recommended that in the aspect of educational supervision, a brainstorming activity based on using the Deming Cycle should be conducted to improve the internal supervision. Also, visiting a classroom should be conducted to learn about problems and give advices on management of learning process. In the aspect of school curriculum development, administrators, teachers, and school committee should collaboratively formulate a plan by using the Deming Cycle for developing a school curriculum based on visions, missions, goals, and desired characteristics of a school. In the aspect of learning process development, teachers should develop themselves on the techniques for effective and student-centered learning management by attaining a workshop on teaching material development for improving students’ learning achievement. In the aspect of measurement, evaluation and transferal of learning outcome, a meeting between administrators and teachers should be organized by using the Deming Cycle in order to determine regulations or ways of practice about the measurement and evaluation by the school. In the aspect of research for educational quality development, a teacher training workshop on research should be organized, and the teachers should be promoted to conduct at least one classroom research project per a learning area in a semester. Lastly, the results of classroom research should be utilized for improving the learning management together with inviting experts to give advices to individual teachers.

การวิจัยนี้มีวัตถุประสงค์ เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการบริหารงานวิชาการโดยใช้วงจรคุณภาพ ของโรงเรียนเอกชนขนาดเล็ก สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคาม และศึกษาแนวทางการบริหารงานวิชาการของโรงเรียนเอกชน สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคาม กลุ่มตัวอย่างที่ใช้ในการศึกษาในครั้งนี้ได้แก่ ผู้บริหารและครู ซึ่งกำหนดขนาดของกลุ่มตัวอย่างจากตารางของเครจซี่ และมอร์แกน ได้สุ่มกลุ่มตัวอย่าง จำนวน 265 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลเป็นแบบสอบถาม ลักษณะของแบบสอบถามเป็นแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ตามวิธีของ (Likert) ซึ่งเป็นแบบสอบถามแบบเปิด ผู้วิจัยได้ทดลองนำแบบสอบถามไปใช้กับกลุ่มที่คล้ายกลุ่มตัวอย่าง จำนวน 30 คน เพื่อตรวจสอบคุณภาพแบบสอบถามได้ค่าอำนาจจำแนกรายข้อเท่ากับ.67-.85 และหาค่าความเชื่อมั่นทั้งฉบับเท่ากับ .94 สถิติที่ใช้ในการวิเคราะห์ข้อมูลสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการบริหารงานวิชาการโดยใช้วงจรคุณภาพ ของโรงเรียนเอกชนขนาดเล็ก สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคาม ใช้ค่าเฉลี่ย (x̅) ส่วนเบี่ยงเบนมาตรฐาน (S.D.) และความต้องการจำเป็น PNImodified และแบบสัมภาษณ์ใช้แบบมีโครงสร้าง (Structured Interview) ส่วนแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพ ของโรงเรียนเอกชนขนาดเล็ก สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคาม ศึกษาจากโรงเรียนที่มีวิธีปฏิบัติที่ดี (Best Practice) ผลการวิจัยพบว่า สภาพปัจจุบันการบริหารงานวิชาการตามความคิดเห็นของครูในโรงเรียนเอกชน สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคามโดยรวมและรายด้านพบว่าอยู่ในระดับมาก (x̅ = 4.21) ส่วนสภาพที่พึงประสงค์อยู่ในระดับมากที่สุด (x̅ = 4.70) และความต้องการจำเป็น คือ ด้านการนิเทศการศึกษา (PNImodified = 0.13) แนวทางการบริหารงานวิชาการของโรงเรียนเอกชน สังกัดสำนักงานศึกษาธิการจังหวัดมหาสารคาม ด้านการนิเทศการศึกษา จัดให้มีการระดมความคิดเห็นโดยการใช้วงจรคุณภาพ เพื่อพัฒนาปรับปรุงการนิเทศภายในโรงเรียนมีการเยี่ยมชั้นเรียนเพื่อทราบปัญหาและให้คำแนะนำในด้านการจัดกระบวนการเรียนรู้ ด้านการพัฒนาหลักสูตรในสถานศึกษา ผู้บริหาร ครูและคณะกรรมการสถานศึกษาร่วมกันวางแผนโดยใช้วงจรคุณภาพ เพื่อพัฒนาหลักสูตรสถานศึกษาจากวิสัยทัศน์ ภารกิจ เป้าหมายและคุณลักษณะที่พึงประสงค์ของสถานศึกษา ด้านการพัฒนากระบวนการเรียนรู้ ครูควรพัฒนาตนเองในด้านเทคนิคการจัดการเรียนรู้อย่างมีประสิทธิภาพและเน้นผู้เรียนเป็นสำคัญ ด้วยการอบรมสัมมนาพัฒนาโดยใช้สื่อ เพื่อพัฒนาผลสัมฤทธิ์ทางการเรียนของนักเรียน ด้านการวัดผลประเมินผลและเทียบโอนผลการเรียน จัดให้มีการประชุมร่วมกันระหว่างผู้บริหารและครู โดยการใช้วงจรคุณภาพ เพื่อกำหนดระเบียบแนวปฏิบัติเกี่ยวกับการวัดผลและประเมินผลของสถานศึกษา ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา จัดให้มีการอบรมครูในการทำวิจัย ส่งเสริมให้ครูทำวิจัยในชั้นเรียนอย่างน้อยกลุ่มสาระการเรียนรู้ละ 1 เรื่องต่อภาคเรียน นำผลการวิจัยมาใช้พัฒนาเพื่อปรับปรุงการจัดการเรียนรู้โดยเชิญผู้เชี่ยวชาญมาให้คำแนะนำเป็นรายบุคคล
