Development of Academic Administration Guidelines by applying Deming Circle for the Small-Size Schools Under Surin Primary Education Service Area Office 3

Abstract

The research aimed 1) To study the current condition Desired condition and necessary needs of academic administration in small educational institutions Under the Surin Primary Educational Service Area Office, Area 3 2) To develop academic administration guidelines using the Deming Quality Cycle. in small educational institutions The research is divided into 2 phases: Phase 1 studies the current condition. Desired condition and necessary needs of academic administration in small educational institutions From a sample group of 106 educational institution administrators and academic supervisors, the instrument was a questionnaire. Phase 2: Development of academic administration guidelines using the Deming Quality Cycle. in small educational institutions In an educational institution with good practices, the number of students was 6. The tool was an interview form. The guidelines were then evaluated by 5 experts. Statistics used in data analysis were frequency, mean, and standard deviation., and research for educational quality development.

2. The academic administration guidelines by using Deming Circle for the Small-Size Schools on the seven components. They started with planning (Plan: P) by defining the framework, surveying, analyzing plans, making orders, and then leading to action (Do: D) by implementing every step of the plan as well as having to check (Check: C) the performance all the time within the framework with both the work meeting the objectives and the one being improved. Furthermore, it was an action (Act: A) which was an improvement based on the review results and the evaluation in the previous step that made the educational establishments change and develop for the better. They were assessed on the highest level of suitability and feasibility.

การวิจัยมีวัตถุประสงค์ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารงานวิชาการในสถานศึกษาขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่ง ในสถานศึกษาขนาดเล็ก โดยการวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารงานวิชาการในสถานศึกษาขนาดเล็ก จากกลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาและครูหัวหน้างานวิชาการ จำนวน 106 คน เครื่องมือคือ แบบสอบถาม ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่ง ในสถานศึกษาขนาดเล็ก ในสถานศึกษาที่มีแนวปฏิบัติที่ดี จำนวน 6 คน เครื่องมือคือแบบสัมภาษณ์ แล้วประเมินแนวทางโดยผู้ทรงคุณวุฒิ จำนวน 5 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ความถี่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า

1. การบริหารงานวิชาการในสถานศึกษาขนาดเล็ก สภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์โดยรวมอยู่ในระดับมาก ความสำคัญจำเป็นและความต้องการพัฒนาแนวทางการบริหารงานวิชาการ เรียงลำดับจากมากไปหาน้อย ดังนี้ ด้านการพัฒนากระบวนการเรียนรู้ ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการพัฒนาระบบการประกันคุณภาพภายในสถานศึกษา ด้านการนิเทศการศึกษา ด้านการแนะแนวการศึกษา ด้านการวัดผลและประเมินผล และด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษา

2. แนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่ง ในสถานศึกษาขนาดเล็ก ตามองค์ประกอบทั้ง 7 ด้าน โดยเริ่มจากการวางแผน (Plan: P) ด้วยวิธีการกำหนดขอบข่ายงาน สำรวจวิเคราะห์จัดทำแผน จัดทำคำสั่ง แล้วนำไปสู่การปฏิบัติ (Do: D) ด้วยการดำเนินงานทุกขั้นตอนตามแผนที่วางไว้ พร้อมทั้งมีการตรวจสอบ (Check: C) ผลการดำเนินงานตลอดเวลาตามขอบข่ายงานภายในห้วงเวลาที่กำหนดในแผน ซึ่งมีทั้งงานที่ประสบผลสำเร็จตามวัตถุประสงค์ และงานที่ต้องได้รับการปรับปรุงแก้ไข และการปรับปรุงแก้ไขการปฏิบัติงาน (Act: A) เป็นการปรับแก้ ตามผลการตรวจสอบ และประเมินในขั้นตอนก่อนหน้านี้ ทำให้สถานศึกษาได้เปลี่ยนแปลงพัฒนาไปในทางที่ดี ที่พึงประสงค์มากยิ่งขึ้น ได้รับการประเมินความเหมาะสมและความเป็นไปได้ในระดับมากที่สุด
