The relationship between risk factors and performance efficiency of local government officers : A case study of Bang Nam Priao District, Chachoengsao Province

Abstract

Study of the relationship between risk factors and personnel performance : a case study of municipalities in Bang Nam Priao District, Chachoengsao Province. A total of 6 organizations including Bang Nam Priao, Don ChimPhli, Bang Khanak, Sala Daeng, Don Ko Ka, and Khlong Saen Saep Subdistrict Municipality, have a total of 229 people. The sample used in quantitative research or distributed questionnaires was 146 people. The study used two methods: quantitative data and qualitative data. The main aim is to Study the relationship between 5 dimensions of risk factors: strategic, financial, and operational. legal/regulatory aspects, policy aspects, and 4 dimensions of operational efficiency: speed (work time), work quantity, work quality, and value for money of resources. and study recommendations regarding risk factors and operational efficiency of Bang Nam Priao District Municipality personnel. Chachoengsao Province. Analysis of multiple regression coefficients of variables based on personnel performance in 4 areas and 5 dimensions of risk factor variables, statistical significance level at .05 level. The research results found that operational risk factors (Sig = 0.027 ) and policy risk factors (Sig = 0.045) significantly influence personnel performance. Strategic risk factors (Sig = 0.460), financial risk factors (Sig = 0.577), and legal/regulatory risk factors (Sig = 0.075) have no influence on personnel performance.

การศึกษาเรื่องความสัมพันธ์ระหว่างปัจจัยด้านความเสี่ยงกับประสิทธิภาพการปฏิบัติงานของบุคลากร: กรณีศึกษาบุคลากรเทศบาลในอำเภอบางน้ำเปรี้ยว จังหวัดฉะเชิงเทรา รวมทั้งหมด 6 องค์กร ได้แก่ เทศบาลตำบลบางน้ำเปรี้ยว เทศบาลตำบลดอนฉิมพลี เทศบาลตำบลบางขนาก เทศบาลตำบลศาลาแดง เทศบาลตำบลดอนเกาะกา เทศบาลตำบลคลองแสนแสบ จำนวนทั้งหมด 229 คน โดยกลุ่มตัวอย่างที่ใช้ในการวิจัยเชิงปริมาณหรือแจกแบบสอบถามจำนวน 146 คน ใช้เครื่องมือในการศึกษา 2 วิธี คือข้อมูลเชิงปริมาณ (แบบสอบถาม) และข้อมูลเชิงคุณภาพ (แบบสัมภาษณ์) โดยมีจุดมุ่งหมายหลักคือ ศึกษาความสัมพันธ์ระหว่างปัจจัยด้านความเสี่ยง 5 มิติได้แก่ ด้านกลยุทธ์ ด้านการเงิน ด้านปฏิบัติงาน ด้านกฎหมาย/กฎระเบียบ ด้านนโยบาย กับประสิทธิภาพการปฏิบัติงาน 4 มิติ ได้แก่ ความรวดเร็ว(เวลาการทำงาน) ปริมาณงาน คุณภาพงาน ความคุ้มค่าของทรัพยากร และศึกษาข้อแสนอแนะเกี่ยวกับปัจจัยด้านความเสี่ยงและประสิทธิภาพการปฏิบัติงานของบุคลากรในเทศบาลอำเภอบางน้ำเปรี้ยว จังหวัดฉะเชิงเทรา การวิเคราะห์สัมประสิทธิ์การถดถอยเชิงพหุคูณของตัวแปรตามประสิทธิภาพการปฏิบัติงานของบุคลากร 4 ด้าน และตัวแปรต้นปัจจัยด้านความเสี่ยง 5 มิติ ระดับนัยสำคัญทางสถิติที่ระดับ .05 ผลวิจัยพบว่า ปัจจัยความเสี่ยงด้านปฏิบัติงาน (Sig = 0.027) และปัจจัยความเสี่ยงด้านนโยบาย (Sig = 0.045) มีอิทธิพลต่อประสิทธิภาพการปฏิบัติงานของบุคลากรได้อย่างมีนัยสำคัญ ปัจจัยความเสี่ยงด้านกลยุทธ์ (Sig = 0.460) ปัจจัยความเสี่ยงด้านการเงิน (Sig = 0.577) และปัจจัยความเสี่ยงด้านกฎหมาย/กฎระเบียบ (Sig = 0.075) ไม่มีอิทธิพลต่อประสิทธิผลการปฏิบัติงานของบุคลากร
