The Developing guidelines for quality assurance studies. For schools Office of Educational Service Area Elementary Udonthani 2.

Abstract

The objectives of research aimed to 1) study the elements and indicators of the quality assurance in education of the schools, 2) study the current condition and desirable condition of the quality assurance in education of the schools and 3) develop the guidelines of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2. The samples used in the questionnaire were 310 people consisted of school administrators and teachers who responsible for the school internal quality assurance by simple random sampling. The research was divided into three phases consisted of phase 1 which studied about the elements and indicators of the quality assurance in education of the schools, phase 2 which studied about the current condition and desirable condition of the quality assurance in education of the schools and phase 3 which studied about the guideline development of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2. The research instruments were interview forms of the elements and indicators of the quality assurance in education of the schools, the questionnaires of the current condition and desirable condition of the quality assurance in education of the schools and the evaluation forms about the suitability and the possibility of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2. The data analysis were frequency distribution, percentage, average and standard deviation, grading the requirement by using the Modified Priority Need Index (PNI modified)

The results were as follows :

1. The elements and indicators of the educational quality of the schools in Udonthani Primary Educational Service Area Office 2, the five experts determined that they were appropriate which had 8 aspects and 60 indicators, 1) the education standards determination had 8 indicators, 2) the preparation of education development plan which followed the school education standards had 8 indicators, 3) the system management of administration and information had 6 indicators, 4) the operation of the education development plan had 8 indicators, 5) the education quality monitoring had 8 indicators, 6) the internal quality assurance of the education standards determination had 8 indicators, 7) the preparation of self assessment report which reported about the internal quality assurance had 8 indicators and 8) the successive education quality development had 6 indicators.

2. The current condition of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2, all aspects and each aspect were totally in medium level (Average = 2.82). The desirable condition of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2, all aspects and each aspect were totally in high level ( Average = 4.46).

3. The guidelines of the quality assurance in education of the schools in Udonthani Primary Educational Service Area Office 2 which were evaluated by the experts were totally appropriate in high level and the possibility was totally in the highest level. These guidelines were qualified as the PDCA, 1) Plan consisted of committee designation, creating consciousness of being the school owner and listening the opinion of the stakeholders, 2) Do consisted of using the preparation steps to act and cover all standards and indicators, determination the budget and resources appropriately, creating good attitude to the internal quality assurance and stakeholder coordination,3) Check consisted of checking by using various information and concluding to the stakeholder to analyze together and 4) Action consisted of improving or solving the operation which wasn’t qualified to be more better, publishing the result of the education quality and having educational exchange to be the continuing education quality development.

การวิจัยครั้งนี้มีความมุ่งหวังเพื่อ 1) ศึกษาองค์ประกอบและตัวชี้วัดการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา 2) ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์การดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา และ 3) พัฒนาแนวทางการการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 กลุ่มตัวอย่างที่ใช้ในการสอบถาม คือ ผู้บริหารสถานศึกษา และครูผู้รับผิดชอบงานประกันคุณภาพภายในของสถานศึกษา จำนวน 310 คน การสุ่มตัวอย่างได้มาโดยวิธีการสุ่มแบบชั้นภูมิ (Stratified Random Sampling) โดยการวิจัยครั้งนี้แบ่งออกเป็น 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบและตัวชี้วัด ของการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา ระยะที่ 2 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ การดำเนิน งานประกันคุณภาพการศึกษา สำหรับสถานศึกษา และระยะที่ 3 การพัฒนาแนวทางการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 เครื่องมือที่ใช้ในการศึกษา คือ แบบสัมภาษณ์องค์ประกอบและตัวชี้วัดการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา แบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์ การดำเนิน งานประกันคุณภาพการศึกษา สำหรับสถานศึกษา และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 วิเคราะห์ข้อมูลโดยการแจกแจงความถี่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และจัดลำดับความต้องการจำเป็นโดยใช้วิธี Modified Priority Need Index (PNI modified)

ผลการวิจัยปรากฏ ดังนี้

1. องค์ประกอบและตัวบ่งชี้การดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 ซึ่งผู้ทรงคุณวุฒิ จำนวน 5 คน ได้ประเมินแล้วว่ามีความเหมาะสมได้องค์ประกอบ 8 ด้าน 60 ตัวชี้วัด ดังนี้ 1) การกำหนดมาตรฐานการศึกษาของสถานศึกษามี 8 ตัวชี้วัด 2) การจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษาที่มุ่งคุณภาพตามมาตรฐานการศึกษาของสถานศึกษามี 8 ตัวชี้วัด 3) การจัดระบบบริหารและสารสนเทศมี 6 ตัวชี้วัด 4) การดำเนินงานตามแผนพัฒนาการจัดการศึกษาของสถานศึกษามี 8 ตัวชี้วัด 5) การติดตามตรวจสอบคุณภาพการศึกษามี 8 ตัวชี้วัด 6) การประเมินคุณภาพภายในตามมาตรฐานการศึกษาของสถานศึกษามี 8 ตัวชี้วัด 7) การจัดทำรายงานประจำปีที่เป็นรายงานประเมินคุณภาพภายในมี 8 ตัวชี้วัด 8) การพัฒนาคุณภาพการศึกษาอย่างต่อเนื่องมี 6 ตัวชี้วัด

2. สภาพปัจจุบันในการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 โดยรวมทุกองค์ประกอบและแต่ละองค์ประกอบอยู่ในระดับปานกลาง (เฉลี่ย=2.82) ส่วนสภาพที่พึงประสงค์ในการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 2 โดยรวมทุกองค์ประกอบและแต่ละองค์ประกอบอยู่ในระดับมาก (เฉลี่ย=4.46)

3. แนวทางการดำเนินงานประกันคุณภาพการศึกษา สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานีเขต 2 ซึ่งได้รับการประเมินผู้ทรงคุณวุฒิ มีความเหมาะสมโดยรวมอยู่ในระดับมาก และความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด พบว่า เป็นการดำเนินงานอย่างมีคุณภาพครบวงจร (PDCA) ดังต่อไปนี้ 1) Plan (การวางแผน) แต่งตั้งคณะ กรรมการรับผิดชอบ สร้างจิตสำนึกความเป็นเจ้าของสถานศึกษา รับฟังความคิดเห็นของผู้มีส่วนเกี่ยวข้องทุกฝ่าย 2) Do (การปฏิบัติ) นำขั้นตอนการดำเนินงานตามแผนมาปฏิบัติให้ครอบคลุมครบทุกมาตรฐานและทุกตัวบ่งชี้การศึกษา กำหนดงบประมาณ ทรัพยากรอย่างเหมาะสม สร้างเจตคติที่ดีต่อการประเมินคุณภาพภายใน และมีการประสานงานกับทุกฝ่ายที่เกี่ยวข้อง 3) Check (การตรวจสอบและประเมินผล) ตรวจสอบโดยใช้วิธีการและแหล่งข้อมูลที่หลากหลาย สรุปผลให้ทุกฝ่ายได้รับรู้และวิเคราะห์ร่วมกัน 4) Action (การพัฒนาปรับปรุง) ปรับปรุงแก้ไขการปฏิบัติงานที่ไม่มีคุณภาพตามเกณฑ์ พัฒนาการปฏิบัติงานที่มีคุณภาพตามเกณฑ์ที่กำหนดไว้ให้มีประสิทธิภาพดียิ่งขึ้นไป และเผยแพร่ผลการพัฒนาคุณภาพการศึกษา แลกเปลี่ยนเรียนรู้เพื่อให้เกิดการพัฒนาคุณภาพการศึกษาอย่างต่อเนื่อง
