Developing Guidelines Management of Child Development Center under Sub-district Administrative Organization in Udonthani

Abstract

The purposes of this research were to 1) study the elements management of child development center, 2) study the present condition and the desirable of management of child development center under sub-district administrative organization in udonthani, and 3) develop guidelines management of child development center under sub-district administrative organization in udonthani. Method was divided into three phases, studies the elements and indicators management of child development center, studies the present condition the desirable and modified priority needs index of management of child development center under sub-district administrative organization in udonthani, development guidelines management of child development center under sub-district administrative organization in udonthani. The samples were 248. The data were analyzed using mean, standard devitation and modified priority needs index.

Research found that;

1. The elements management of child development under sub-district administrative organization in udonthani, overall, it is appropriate to be at a high level (4.08, S.D.=0.64), by the building, environment, and safety is the most average.

2. The present condition of management of child development center under sub-district administrative organization in udonthani, overall, It is appropriate to be at a high level by the building, environment, and safety are the most average (2.97), the desirable condition, the building, environment, and safety are the most average (4.73), and modified priority needs index, sort from descending to the management of child development center, the academic and curricular activities, the roles and responsibilities of personnel, the participated promotion and support of early childhood development in all sectors and the buildings, environment and safety respectively.

3. Guidelines management of child development center under sub - district administrative organization in udonthani. 1) overall, it is appropriate to be at a high level (4.42, S.D.=0.68), sort the average from descending to the academic and curricular activities, the roles and responsibilities of personnel, the participated promotion and support of early childhood development in all sectors, the buildings, environment and safety and the management of child development center respectively. 2) overall, the possibilities are high (3.84, S.D.=0.68), sort the average from descending to the management of child development center, the roles and responsibilities of personnel, the academic and curricular activities, the buildings, environment and safety and the participated promotion and support of early childhood development in all sectors respectively.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาองค์ประกอบการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี 2) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น ในการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี 3) พัฒนาแนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลในจังหวัดอุดรธานี เป็นการวิจัยและพัฒนา มีวิธีดำเนินการวิจัย 3 ระยะ คือ ระยะที่ 1 การศึกษาองค์ประกอบการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ระยะที่ 2 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น การบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ระยะที่ 3 การพัฒนาแนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ขนาดกลุ่มตัวอย่าง จำนวน 248 คน ทำการวิเคราะห์หาค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. การวิเคราะห์องค์ประกอบการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี พบว่า มีความเหมาะสมภาพรวมอยู่ในระดับมาก ค่าเฉลี่ย 4.08 ส่วนเบี่ยงเบนมาตรฐาน เท่ากับ .64 พิจารณาเรียงลำดับองค์ประกอบ ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มีค่าเฉลี่ยสูงสุด

2. การวิเคราะห์สภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น ในการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี พบว่า สภาพปัจจุบัน การบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ภาพรวมอยู่ในระดับปานกลาง โดยด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มากที่สุด มีค่าเฉลี่ย (2.97) สภาพที่พึงประสงค์ ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย มากที่สุด มีค่าเฉลี่ย (4.73) และความต้องการจำเป็น ในการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ลำดับความต้องการจำเป็นในการพัฒนาแนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบลในจังหวัดอุดรธานี เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านบทบาทหน้าที่และความรับผิดชอบของบุคลากร ด้านการส่งเสริมการมีส่วนร่วมและสนับสนุนการพัฒนาเด็กปฐมวัยจากทุกภาคส่วน และด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย ตามลำดับ

3. การวิเคราะห์แนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ดังนี้ 1) แนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ความเหมาะสมโดยรวมอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 4.42 ส่วนเบี่ยงเบนมาตรฐาน มีค่าเท่ากับ 0.68 เรียงลำดับค่าเฉลี่ยสูงสุดจากมากไปหาน้อย ดังนี้ ด้านวิชาการ และกิจกรรมตามหลักสูตร มีค่าเฉลี่ยสูงสุด ด้านบทบาทหน้าที่และความรับผิดชอบของบุคลากร ด้านการส่งเสริมการมีส่วนร่วมและสนับสนุนการพัฒนาเด็กปฐมวัยจากทุกภาคส่วน ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย และด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก รองลงมาตามลำดับ 2) แนวทางการบริหารจัดการศูนย์พัฒนาเด็กเล็ก สังกัดองค์การบริหารส่วนตำบล ในจังหวัดอุดรธานี ความเป็นไปได้โดยรวมอยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 3.84 ส่วนเบี่ยงเบนมาตรฐาน มีค่าเท่ากับ 0.68 เรียงลำดับค่าเฉลี่ยสูงสุดจากมากไปหาน้อย ดังนี้ ด้านการบริหารจัดการศูนย์พัฒนาเด็กเล็ก มีค่าเฉลี่ยสูงสุด ด้านบทบาทหน้าที่และความรับผิดชอบของบุคลากร ด้านวิชาการ และกิจกรรมตามหลักสูตร ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย และด้านการส่งเสริมการมีส่วนร่วมและสนับสนุนการพัฒนาเด็กปฐมวัยจากทุกภาคส่วน รองลงมาตามลำดับ
