Development of Administration Guidelines to Promoting Career Skills and Employment by Using Deming Quality Cycle (PDCA) of Students in Schools under the Secondary Education Service Area Office Mahasarakham

Abstract

This research had two main objectives: (1) to study the current conditions, desired conditions, and needs in educational administration for promoting students' career skills and employment through the application of the Deming Cycle (PDCA) among students in schools under the Secondary Educational Service Area Office Maha Sarakham, and (2) to develop guidelines for educational administration to promote students' career skills and employment using the Deming Cycle (PDCA).

The study was conducted in two phases. Phase 1 involved examining the current conditions, desired conditions, and needs, with a sample group consisting of 32 school administrators and 313 teachers, totaling 345 participants. The sample size was determined using Krejcie and Morgan’s table and selected through stratified random sampling. Phase 2 focused on developing educational administration guidelines through two steps, using data collected from interviews with three school administrators and the evaluation of the appropriateness and feasibility of the proposed guidelines by nine experts. The research instruments included questionnaires, semi-structured interviews, focus group discussion records, and evaluation forms for assessing appropriateness and feasibility. Data were analyzed using mean, standard deviation, and the Priority Needs Index (PNI).

The research findings revealed that the current conditions of educational administration for promoting career skills and employment were at a moderate level, whereas the desired conditions were at the highest level. The needs were prioritized as follows: surveying needs and context alignment, curriculum and learning activity development, building collaborative networks, assessment and evaluation, budget allocation, and personnel development.

The developed guidelines for educational administration to promote career skills and employment through the Deming Cycle (PDCA) emphasized curriculum flexibility aligned with local contexts, integrated and hands-on learning, building partnerships with external agencies, effective resource allocation, and personnel capacity building. The evaluation results indicated that the developed guidelines were rated at the highest level in terms of both appropriateness and feasibility.

การวิจัยครั้งนี้มีจุดมุ่งหมาย 2 ประการ คือ (1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการบริหารสถานศึกษาเพื่อส่งเสริมทักษะอาชีพและการมีงานทำ โดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) ของนักเรียนในโรงเรียนสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม และ (2) เพื่อพัฒนาแนวทางการบริหารสถานศึกษาเพื่อส่งเสริมทักษะอาชีพและการมีงานทำ โดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) การวิจัยแบ่งออกเป็น 2 ระยะ ได้แก่ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็น กลุ่มตัวอย่างประกอบด้วยผู้อำนวยการโรงเรียน 32 คน และครู 313 คน รวม 345 คน โดยกำหนดขนาดกลุ่มตัวอย่างตามตารางของเครซี่และมอร์แกน และสุ่มแบบแบ่งชั้นภูมิ ระยะที่ 2 การพัฒนาแนวทางการบริหารสถานศึกษา มี 2 ขั้นตอน โดยใช้ข้อมูลจากผู้บริหารสถานศึกษา 3 คน ผ่านการสัมภาษณ์แบบกึ่งโครงสร้าง และตรวจสอบความเหมาะสม ความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ 9 คน เครื่องมือวิจัยได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ การวิเคราะห์ข้อมูลใช้ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็น (PNImodifide)

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของการบริหารสถานศึกษาเพื่อส่งเสริมทักษะอาชีพและการมีงานทำ โดยรวมอยู่ในระดับปานกลาง ขณะที่สภาพที่พึงประสงค์อยู่ในระดับมากที่สุด ความต้องการจำเป็นเรียงลำดับจากมากไปหาน้อย คือ ด้านการสำรวจความต้องการและบริบท ด้านการพัฒนาหลักสูตรและกิจกรรมการเรียนรู้ ด้านการสร้างเครือข่ายความร่วมมือ ด้านการวัดผลและประเมินผล ด้านการจัดสรรงบประมาณ และด้านการพัฒนาบุคลากร

2. แนวทางการบริหารสถานศึกษาเพื่อส่งเสริมทักษะอาชีพและการมีงานทำ โดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) มีสาระสำคัญ ได้แก่ การพัฒนาหลักสูตรให้ยืดหยุ่นและสอดคล้องกับบริบทพื้นที่ การจัดการเรียนการสอนแบบบูรณาการและเน้นการปฏิบัติจริง การสร้างเครือข่ายความร่วมมือกับหน่วยงานภายนอก การจัดสรรทรัพยากรอย่างมีประสิทธิภาพ และการพัฒนาศักยภาพบุคลากร ผลการประเมินพบว่า แนวทางที่พัฒนาขึ้นมีความเหมาะสมและความเป็นไปได้ในระดับมากที่สุด
