Developing Guidelines for Academic Administration by using the Quality Deming Cycle for Educational Institutions Under the Office of Roi Et Primary Education Area 2

Abstract

The purpose of this research were 1) to study the current conditions, desirable conditions, and needs for academic administration by using the quality Deming Cycle for educational institutions under the Office of Roi Et Primary Education Area 2 2) to development guidelines for academic administration by using the quality Deming Cycle for educational institutions under the Office of Roi Et Primary Education Area 2. The research method was divided into 2 phases as follows : Phase 1: Studied the current conditions, desired conditions, and needs for academic administration by using the quality Deming Cycle for educational institutions under the Office of Roi Et Primary Educational Area 2. The sample group consisted of 232 school administrators and academic supervisors by using stratified random sampling method. The research instrument was a rating scale questionnaire with the reliability values ​​of the current condition and the desired condition questionnaires being 0.881 and 0.858, respectively. Phase 2: Development of academic administration guidelines by using the quality Deming Cycle for educational institutions under the Office of Roi Et Primary Educational Area 2. The informants were 6 school administrators and academic head teachers, who were selected purposively from schools with excellent practices. The research instrument was an interview form, which assessed the appropriateness and feasibility of the academic administration approach by using the quality Deming Cycle for schools under the Office of Roi Et Primary Educational Area 2 by 5 qualified persons, the statistics used in data analysis were mean, standard deviation and index of necessity.

The research results found that:

1. The current state of academic administration of educational institutions under the Office of Roi Et Primary Educational Area 2 was at a high level overall. The aspect with the highest average value was the development of the educational institution's curriculum. The desired state was at a high level overall. The overall desired conditions were at the highest level. The areas with the highest average values ​​were measurement, evaluation, and transfer of learning outcomes, and the necessity for academic administration of educational institutions under the Office of Roi Et Primary Educational Area 2, ranked from highest to lowest, including Research to develop the quality of education in educational institutions. Developing and using technological media for measuring, evaluating and transferring academic results. Educational Supervision Management of teaching and learning in educational institutions and the development of the curriculum of educational institutions

2.Guidelines for academic administration by using the quality Deming Cycle for educational institutions under the Office of Roi Et Primary Educational Area 2, there were 6 components and 30 guidelines by using the quality Deming Cycle, including 5 approaches to research to develop the quality of education in educational institutions, development and use of media technology, 5 approaches, measurement, evaluation, and transfer of learning results, 5 approaches, 5 approaches of educational supervision, 5 approaches of organizing teaching and learning in educational institutions, and in terms of developing educational institution curriculum, 5 approaches by developing guidelines for academic administration by using the Quality Deming Cycle for Educational Institutions under the Office of Roi Et Primary Education Area 2 were appropriate and have overall feasibility at the highest level.

การวิจัยในครั้งนี้มีจุดมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นการบริหารงานวิชาการสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยใช้วิธีดำเนินการวิจัยแบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นการบริหารงานวิชาการสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา และครูหัวหน้างานวิชาการ จำนวน 232 คน โดยใช้วิธีการสุ่มกลุ่มตัวอย่างแบบแบ่งชั้น เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วนประมาณค่า มีค่าความเชื่อมั่นของแบบสอบสภาพปัจจุบัน และสภาพที่พึงประสงค์ เท่ากับ 0.881 และ 0.858 ตามลำดับ ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 ผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา และครูหัวหน้าวิชาการ จำนวน 6 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง ในสถานศึกษาที่มีวิธีปฏิบัติที่ดีเยี่ยม เครื่องมือที่ใช้ในการวิจัย คือ แบบสัมภาษณ์ และการประเมินความเหมาะสมและความเป็นไปได้ของแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยผู้ทรงคุณวุฒิ จำนวน 5 คน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันในการบริหารงานวิชาการของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุด คือ การพัฒนาหลักสูตรของสถานศึกษา สภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ การวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน และความต้องการจำเป็นในการบริหารงานวิชาการของสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 เรียงลำดับจากมากไปหาน้อย ได้แก่ การวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา การพัฒนาและใช้สื่อเทคโนโลยี การวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน การนิเทศการศึกษา การจัดการเรียนการสอนในสถานศึกษา และการพัฒนาหลักสูตรของสถานศึกษา

2. แนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 มีการบริหารงานวิชาการ 6 ด้าน และวิธีดำเนินการโดยใช้วงจรคุณภาพเดมมิ่ง 30 แนวทาง ได้แก่ ด้านการวิจัยเพื่อพัฒนาคุณภาพการศึกษาในสถานศึกษา 5 แนวทาง ด้านการพัฒนา และใช้สื่อเทคโนโลยี 5 แนวทาง ด้านการวัดผล ประเมินผล และดำเนินการเทียบโอนผลการเรียน 5 แนวทาง ด้านการนิเทศการศึกษา 5 แนวทาง ด้านการจัดการเรียนการสอนในสถานศึกษา 5 แนวทาง และด้านการพัฒนาหลักสูตรของสถานศึกษา 5 แนวทางโดยการพัฒนาแนวทางการบริหารงานวิชาการโดยใช้วงจรคุณภาพเดมมิ่งสำหรับสถานศึกษา สังกัดสำนักเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 2 มีความเหมาะสมและความเป็นไปได้โดยรวมอยู่ในระดับมากที่สุด
