The Development of the Program to Enhance Instructional Leadership for English Language Teachers under the Khon Kaen Secondary Educational Service Area Office

Abstract

This research aims to study the current situation, desirable conditions and necessary needs and develop a program to enhance instructional leadership of English teachers under Khon Kaen Secondary Education Service Area Office. The research was divided into 2 phases: Phase 1, the study of current conditions, desirable conditions and need for instructional leadership of teachers under Khon Kaen Secondary Education Service Area Office. The sample group used for data collection were 262 teachers. The instrument used for data collection was a questionnaire. The statistics used for data analysis were frequency, percentage, mean, standard deviation. and the necessary needs index. Phase 2 was to develop a program to enhance instructional leadership of teachers under Khon Kaen Secondary Education Service Area Office. The group of informants consisted of 5 experts. The instrument used to collect data was an assessment form. The statistics used for data analysis were means and standard deviation.

The results of the research appear as follows:

1. The current state of instructional leadership is at a moderate level. And when considering each aspect, it was found that most were at a low level. As for the desirable condition of academic leadership. Overall, it's at the highest level. And when considering each aspect, it was found that it was at the highest level. And the order of needs needed to develop teachers' academic leadership. Sorted from the necessary needs index from the most to the least was expertise in teaching and learning. development of student achievement Course expertise and effective leadership.

2. The results of the development of a program to enhance academic leadership of teachers under Mukdahan Secondary Education Service Area Office The developed program consists of 1) program principle 2) program objectives 3) program content 4) method of operation and 5) Measurement and evaluation of programs. The content consists of 5 Modules: Module 1 effective leadership, Module 2 curriculum expertise, Module 3 development of learners' achievements Module 4 expertise in teaching and learning and Module 5 instructional supervision. The results of the suitability assessment the feasibility of the approach by experts found that overall was appropriate and feasible. at the highest level.

การวิจัยในครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็น และ 2) พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น การวิจัยครั้งนี้แบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษา สภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นด้านภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น กลุ่มตัวอย่างที่ใช้ในการเก็บรวบรวมข้อมูล คือ ครูผู้สอน จำนวน 217 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิ จำนวน 5 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ โดยรวมอยู่ในระดับปานกลาง และเมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับน้อย ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการ โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุด และลำดับความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ เรียงลำดับจากดัชนีความต้องการจำเป็นจากมากไปหาน้อยคือ ความเชี่ยวชาญในการจัดการเรียนการสอน การพัฒนาผลสัมฤทธิ์ของผู้เรียน ความเชี่ยวชาญด้านหลักสูตร การนิเทศ การสอน และความเป็นผู้นำที่มีประสิทธิภาพ

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของครูภาษาอังกฤษ สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษาขอนแก่น ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ของโปรแกรม 3) เนื้อหาของโปรแกรม 4) วิธีการดำเนินการ 5) การวัดและประเมินผลโปรแกรม เนื้อหาสาระประกอบด้วย 5 Module ได้แก่ Module 1 ความเป็นผู้นำที่มีประสิทธิภาพ Module 2 ความเชี่ยวชาญด้านหลักสูตร Module 3 การพัฒนาผลสัมฤทธิ์ของผู้เรียน Module 4 การนิเทศ การสอน และ Module 5 ความเชี่ยวชาญในการจัดการเรียนการสอน โดยผลการประเมิน ความเหมาะสม ความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ พบว่า โดยภาพรวมมีความเหมาะสมและความเป็นไปได้ อยู่ในระดับมากที่สุด
