Guidelines for The Development of Internal Quality Assurance Operations for the School by Using The Quality Cycle of Deming Under The Mahasarakham Primary Education Service Area Office 1

Abstract

The objectives of this research were 1) to study the current conditions, desirable condition and requirements necessary for internal quality assurance operations for the schools through Deming's quality cycle under The Mahasarakham Primary Education Service Area Office 1 2) to design, construct and evaluate internal quality assurance implementation guidelines through Deming's quality cycle For educational. with a total of 359 people, determined using Krejcie and Morgan's table and stratified random sampling. Informants, including school administrators and teachers from institutions that have a quality management system and educational standards for quality assurance (IQA AWAD) for the 2023 academic year, from 3 schools, who will provide insights and guidance and experts who will assess the suitability and feasibility of the proposed framework, totaling 5 people. Data will be collected through interviews and assessment forms for evaluating the suitability and feasibility of the framework. Statistical methods used for data analysis include: Percentage Mean Standard deviation Index of necessity.

The research results were found that;

1. The implementation of internal quality assurance in educational institutions, using Deming's Quality Cycle under The Mahasarakham Primary Education Service Area Office 1, is generally at a moderate level. In contrast, the desired state is rated at the highest level. The necessary needs are ranked from most to least important as follows: Evaluation and inspection of the internal quality of education within the institution Preparation of the Self-Assessment Report (SAR) Monitoring the implementation of actions to develop the institution’s quality Implementation of the institution's educational management development plan Preparation of the institution's educational management development plan Establishment of the institution's educational standards.

2. Guidelines for The Development of Internal Quality Assurance Operation for the School by Using The Quality Cycle of Deming Under The Mahasarakham Primary Education Service Area Office 1, utilizing Deming's Quality Cycle, comprises 6 components with a total of 35 guidelines as follows: 1) Evaluation and Inspection of Internal Educational Quality 6 guidelines 2) Preparation of the Self-Assessment Report (SAR) 6 guidelines 3) Monitoring the Implementation of Actions to Enhance Institutional Quality 6 guidelines 4) Execution of the Educational Management Development Plan 5 guidelines 5) Development of the Educational Management Development Plan 6 guidelines 6) Establishment of Educational Standards 6 guidelines.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการดำเนินงานประกันคุณภาพภายในสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 2) เพื่อพัฒนาแนวทางการดำเนินงานประกันคุณภาพภายในสถานศึกษา โดยใช้วงจรคุณภาพของเดมมิ่ง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษา และครูผู้สอนที่รับผิดชอบงานประกันคุณภาพภายในสถานศึกษา จำนวน 359 คนโดยการเทียบจำนวนประชากรทั้งหมดกับตารางของ Krejcie และ Morgan และใช้วิธีการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เพื่อตอบแบบสอบถาม กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารและครูสถานศึกษาที่มีระบบและกลไกการบริหารจัดการคุณภาพและมาตรฐานการศึกษาเพื่อการประกันคุณภาพการศึกษา (IQA AWAD) จำนวน 3 แห่งเพื่อให้แนวทางและผู้ทรงคุณวุฒิ ผู้ให้การประเมินความเหมาะสมและความเป็นไปได้ของแนวทางจำนวน 5 คน ใช้แบบสัมภาษณ์ และแบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทางสถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. การดำเนินงานการประกันคุณภาพภายในสถานศึกษา โดยใช้วงจรคุณภาพของเดมมิ่ง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 โดยรวมอยู่ในระดับ ปานกลาง ส่วนสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็น เรียงลำดับจากมากไปน้อย ได้แก่ ด้านประเมินผลและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา ด้านจัดทำรายงานผลการประเมินตนเอง (Self Assessment Report: SAR) ด้านติดตามผลการดำเนินการเพื่อพัฒนาสถานศึกษาให้มีคุณภาพตาม ด้านดำเนินการตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษา ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา

2. แนวทางการพัฒนาการดำเนินงานการประกันคุณภาพภายในสถานศึกษา โดยใช้วงจรคุณภาพของเดมมิ่ง สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 1 ตามแนวทางองค์ประกอบ 6 ด้าน 35 แนวทาง ดังนี้ 1) ด้านการประเมินผลและตรวจสอบคุณภาพการศึกษาภายในสถานศึกษา 6 แนวทาง 2) ด้านการจัดทำรายงานผลการประเมินตนเอง (Self Assessment Report: SAR) 6 แนวทาง 3) ด้านการติดตามผลการดำเนินการเพื่อพัฒนาสถานศึกษาให้มีคุณภาพตาม 6 แนวทาง 4) ด้านการดำเนินการตามแผนพัฒนาการจัดการศึกษาของสถานศึกษา 5 แนวทาง 5) ด้านการจัดทำแผนพัฒนาการจัดการศึกษาของสถานศึกษา 6 แนวทาง 6) ด้านการกำหนดมาตรฐานการศึกษาของสถานศึกษา 6 แนวทาง
