Guidelines for Participatory Academic Administration for Public Educational Institutions of Sisaket Provincial Vocational Education Office

Abstract

This research aims to 1) study the current situation, desired situation and necessity for participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office. and 2) Guidelines for participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office. The research was divided into 2 phases. Phase 1 : to study the current state and the desirable state and the priority needs of academic administration. The sample group was 230 participants including 9 administrators and 221 teachers those was obtained by sample size determination through the chart of Krejcie and Morgan. Those were collected by stratified random sampling through the school size and simple random sampling. The instruments were the 5 - level rating scaled questionnaire. Data analyses were percentage, mean, standard deviation and modified priority needs index. Phase 2 : the guidelines of academic administration by the study of 2 best practices schools. The informants included 6 of schools administrators and teachers. The instruments were the semi - structured interview and the evaluation of the suitability and feasibility. The development guidelines were evaluated by 5 experts through purposive sampling technique. Data analyses were mean, standard deviation and content analysis.

The results were as follows :

1. The overall opinions concerning the current condition participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office has an average equal to 4.00 and when considering each aspect, it was found that it was at a high level in every aspect. The overall opinions concerning the desirable condition participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office has an average equal to 4.65 and when considering each aspect, it was found that it was at a highest level in every aspect. Furthermore, the priority needs were by descending order from high to low as follows : 1) Teaching Media 2) Dual Vocational Education 3) Curriculum Development 4) Measurement and Evaluation 5) Department and 6) Academic Resources and Library, respectively.

2. The overall opinions concerning the gguidelines for participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office has an average equal to 4.60 it was found that it was at a highest level in every aspect. The possibility is at a high level has an average equal to 4.41. These 6 aspects as follows : 1) Academic Resources and Library 2) Teaching Media 3) Curriculum Development 4) Measurement and Evaluation 5) Dual Vocational Education and 6) Department. These could be elaborated into 41 detailed gguidelines for participatory academic administration for public educational institutions of Sisaket Provincial Vocational Education Office.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการแบบมีส่วนร่วม สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ และ 2) เพื่อเป็นแนวทางการบริหารงานวิชาการแบบมีส่วนร่วม สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ การวิจัยแบ่ง ออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารงานวิชาการแบบมีส่วนร่วม สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา จำนวน 9 คน และครู จำนวน 221 คน รวม 230 คน ได้มาโดยกำหนดขนาดกลุ่มตัวอย่างและเปรียบเทียบจำนวนประชากรทั้งหมดกับตารางสำเร็จรูปของ Krejcie and Morgan แล้วใช้เทคนิคการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) และใช้เทคนิคการสุ่มอย่างง่าย เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามมาตราส่วนประมาณค่า 5 ระดับ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น และ ระยะที่ 2 แนวทางการบริหารงานวิชาการแบบมีส่วนร่วม สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ จากการศึกษาสถานศึกษาที่มีการปฏิบัติดีเยี่ยม Best Practices จำนวน 2 สถานศึกษา กลุ่มผู้ให้ข้อมูล คือ ผู้บริหารและครู จำนวน 6 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบ สัมภาษณ์แบบกึ่งโครงสร้าง และแบบประเมินความเหมาะสมและความเป็นไปได้ประเมินแนวทาง โดยผู้ทรงคุณวุฒิ จำนวน 5 คน โดยการเลือกแบบเจาะจง สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา

ผลการวิจัยพบว่า

1. ความคิดเห็นต่อสภาพปัจจุบันของการบริหารงานวิชาการ สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ โดยรวมอยู่ในระดับมาก (x̅ = 4.00) และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน ส่วนสภาพที่พึงประสงค์ของการบริหารงานวิชาการ สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ โดยรวมอยู่ในระดับมากที่สุด (x̅ = 4.65) และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากที่สุดทุกด้าน ส่วนความต้องการจำเป็นของการบริหารงานวิชาการ สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ เรียงลำดับจากมากไปหาน้อย ได้แก่ 1) งานสื่อการเรียนการสอน 2) งานอาชีวศึกษาระบบทวิภาคี 3) งานพัฒนาหลักสูตรการเรียนการสอน 4) งานวัดผลและประเมินผล 5) งานแผนกวิชา และ 6) งานวิทยบริการและห้องสมุด ตามลำดับ

2. แนวทางการบริหารงานวิชาการ สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ โดยรวมมีความเหมาะสม อยู่ในระดับมากที่สุด มีค่าเฉลี่ยเท่ากับ 4.60 และความเป็นไปได้อยู่ในระดับมาก มีค่าเฉลี่ยเท่ากับ 4.41 ซึ่งประกอบด้วย 6 ด้าน ได้แก่ 1) งานแผนกวิชา 2) งานพัฒนาหลักสูตรการเรียนการสอน 3) งานวัดผลและประเมินผล 4) งานอาชีวศึกษาระบบทวิภาคี 5) งานวิทยบริการและห้องสมุด และ 6) งานสื่อการเรียนการสอน ทั้ง 6 ด้าน มีแนวทางการบริหารงานวิชาการ สำหรับสถานศึกษาภาครัฐ สังกัดสำนักงานอาชีวศึกษาจังหวัดศรีสะเกษ รวมทั้งสิ้น 41 แนวทาง
