Development of Program to Strengthen Learning Individuals in the Digital Era for School Administrators Under Surin Primary Education Area Office 2

Abstract

This research aimed to 1) study the current states, the desired states, and the necessary needs of Learning Individuals in the Digital Era for School Administrators Under Surin Primary Education Area Office 2 and 2) develop and evaluate a program to enhance competencies of Learning Individuals in the Digital Era for School Administrators Under Surin Primary Education Area Office 2. This research employed a mixed-methods research design, which was conducted in two distinct phases. Phase 1 was to study the current conditions, the desired conditions, and the necessary needs of learning individuals in the Digital Era. The sample group in this study consisted of 128 Participants, including schools administrators under the Surin Primary Educational Area Office 2 in the academic year 2024, selected through stratified random sampling and categorized by district. The research instrument was a questionnaire addressing current and desirable conditions. Phase 2 involved developing a program to enhance competencies of Learning Individuals in the Digital. Data were collected through interviews with three school administrators identified as having best practices, which contributed to the program design. The drafted program was then validated by five experts. Instruments used included semi-structured interview forms and an evaluation form assessing the program’s appropriateness and feasibility. The data were analyzed using percentage, mean, standard deviation, and the Modified Priority Needs Index (PNImodified).

The research results were as follows:

1. The study found that the current state of learning Individuals in the digital era for school administrators under Surin Primary Education Area Office 2 was found to be at a moderate level overall, with each specific aspect also rated at a moderate level. In contrast, the desirable state of becoming a of learning Individuals in the digital era for school administrators was found to be at the highest level overall, and each aspect was also rated at the highest level. Regarding the priority needs for competencies of Learning Individuals in the Digital Era for School Administrators, the needs were ranked from highest to lowest as follows: Creative and innovative thinking, Passion for learning, Competency in using technology for communication, love of learning.

2. The Program for enhance to strengthen learning Individuals in the digital era for school administrators under Surin Primary Education Area Office 2 consists of the following components: principles, objectives, content, implementation methods, and assessment and evaluation. The program consists of 4 modules: Module 1: Curiosity and Eagerness to Learn Module 2: Creative and Innovative Thinking Module 3: love of learning and Module 4: Competency in Using Technology for Communication. The evaluation results indicated that the program was rated at the highest level in terms of both appropriateness and feasibility, confirming its potential for practical application in enhancing to strengthen learning individuals in the digital era for school administrators under Surin Primary Education Area Office 2.

การวิจัยในครั้งนี้มีความมุ่งหมาย 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัลสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 2) เพื่อสร้างและประเมินโปรแกรมเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัลสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 ใช้วิธีวิจัยแบบผสมผสาน มีการดำเนินวิจัยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษาฯ กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารสถานศึกษา ในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 ปีการศึกษา 2567 จำนวน 128 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ และจำแนกสถานศึกษาตามอำเภอ เครื่องมือวิจัย คือแบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัลสำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 โดยการสัมภาษณ์ผู้บริหารสถานสถานศึกษาที่มีวิธีปฏิบัติที่ดี จำนวน 3 คน เพื่อหาแนวทางยกร่างโปรแกรมและตรวจสอบยืนยันโปรแกรมด้วยผู้ทรงคุณวุฒิจำนวน 5 คนเครื่องมือที่ใช้ในการเก็บข้อมูล ได้แก่ แบบสัมภาษณ์แบบกึ่งโครงสร้างและแบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูลได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน และดัชนีความต้องการจำเป็น (PNImodified)

ผลการวิจัยปรากฏ ดังนี้

1. สภาพปัจจุบันของการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 โดยรวมอยู่ในระดับปานกลาง และรายด้านพบว่าอยู่ในระดับปานกลางทุกด้าน ส่วนสภาพที่พึงประสงค์ของการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุดและรายด้านพบว่าอยู่ในระดับมากที่สุดทุกด้าน ส่วนความต้องการจำเป็นในการเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษาฯ เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านคิดริเริ่มสร้างสรรค์ ด้านรักในการเรียนรู้ ด้านมีความสามารถในการใช้เทคโนโลยีเพื่อการสื่อสาร และด้านความใฝ่รู้ใฝ่เรียน

2. โปรแกรมเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2 ประกอบด้วย หลักการวัตถุประสงค์ เนื้อหา วิธีการดำเนินการ และการวัดและประเมินผล ประกอบด้วย 4 Module ได้แก่ Module 1ด้านความใฝ่รู้ใฝ่เรียน Module 2 ด้านคิดริเริ่มสร้างสรรค์ Module 3 ด้านรักในการเรียนรู้ และ Module 4 ด้านมีความสามารถในการใช้เทคโนโลยีเพื่อการสื่อสาร ผลการประเมินโปรแกรมเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษาฯ มีความเหมาะสมของโปรแกรมอยู่ในระดับมากที่สุด และมีมีความเป็นไปได้ของโปรแกรมอยู่ในระดับมากที่สุด เพื่อนำไปใช้ในการพัฒนาโปรแกรมเสริมสร้างการเป็นบุคคลแห่งการเรียนรู้ในยุคดิจิทัล สำหรับผู้บริหารสถานศึกษา สังกัดสำนักงานพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 2
