DEVELOPMENT OF A CITY DATA PLATFORM FROM OPEN DATA TO SUPPORT SUSTAINABLE DEVELOPMENT GOALS: A CASE STUDY OF BANGKOK METROPOLITAN ADMINISTRATION

Abstract

This research focuses on an urban data platform based on an open data which beneficial to Sustainable Development Goals (SDGs). The main aim is to study the development plans of the Department of Strategy and Evaluation of the Bangkok Metropolitan Administration. The way a researcher collects, analyzes, and synthesizes data is part of the research methodology. Hence, it is a methodology to construct a database to design and perform the urban data platform. It is then followed by proposing guidelines for a framework for the development of urban data platform. The methodology used in the research was qualitative, which involved theoretical studies and others. The purposive sample was done on three samples: first, personnel from the local government, 2) officials from the relevant agency, and 3) the Information Technology specialist. The research results allow for an approach for the development of the urban data platform based on open data. Then collecting information from Bangkok 20 Years Development Plan. Furthermore, the 2024 annual operational plan, which aligns with all 17 SDGs. The SuperMap GIS Technology was used as a database management system, while the Figma was used as a design tool in the platform design, to create a prototype that suits practice. Researchers conducted in-depth interviews with three sample groups for platform evaluation. The results suggest how to combine open data and suitable technology to develop an efficient monitoring as well as implementation system of local strategic plans in line with the SDGs.

การศึกษานี้มุ่งเน้นการพัฒนาแพลตฟอร์มข้อมูลเมืองโดยใช้ข้อมูลแบบเปิด (Open Data) เพื่อสนับสนุนเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals: SDGs) โดยมีวัตถุประสงค์เพื่อการศึกษายุทธศาสตร์การพัฒนาของสำนักยุทธศาสตร์และประเมินผล กรุงเทพมหานคร กระบวนการวิจัยประกอบด้วยการเก็บรวบรวม วิเคราะห์ และสังเคราะห์ข้อมูล เพื่อใช้เป็นฐานข้อมูลในการออกแบบและประเมินประสิทธิภาพการใช้งานแพลตฟอร์ม นำไปสู่การเสนอแนวทางในการพัฒนาแพลตฟอร์มข้อมูลเมือง การศึกษานี้ใช้ระเบียบวิธีวิจัยเชิงคุณภาพ การศึกษาทฤษฎี แนวคิด และเอกสารที่เกี่ยวข้อง ประชากรและกลุ่มตัวอย่างใช้วิธีการสุ่มอย่างเจาะจง (Purposive Sampling) แบ่งประชากรออกเป็น 3 กลุ่ม 1) บุคลากรจากองค์กรปกครองส่วนท้องถิ่น 2) เจ้าหน้าที่หน่วยงานที่เกี่ยวข้อง และ 3) ผู้เชี่ยวชาญด้านเทคโนโลยีสารสนเทศ โดย ผลการวิจัยแสดงให้เห็นแนวทางการพัฒนาแพลตฟอร์มข้อมูลเมืองจากข้อมูลเปิด โดยใช้ข้อมูลจากแผนพัฒนากรุงเทพมหานครระยะ 20 ปี และแผนปฏิบัติราชการประจำปี พ.ศ. 2567 ซึ่งเชื่อมโยงกับ SDGs ทั้ง 17 เป้าหมาย สำหรับเครื่องมือที่ใช้ในการจัดการฐานข้อมูลคือระบบสารสนเทศภูมิศาสตร์ SuperMap GIS ส่วนการออกแบบแพลตฟอร์มใช้ซอฟต์แวร์ Figma เพื่อสร้างต้นแบบที่สอดคล้องกับการใช้งานจริง ผลการประเมินแพลตฟอร์มดำเนินการผ่านการสัมภาษณ์เชิงลึก (In-depth Interview) จากประชากรและกลุ่มตัวอย่าง 3 กลุ่ม ผลลัพธ์ที่ได้ช่วยให้เกิดข้อเสนอแนะในการบูรณาการข้อมูลเปิดกับเทคโนโลยีที่เหมาะสม เพื่อนำไปสู่การพัฒนาระบบติดตามและขับเคลื่อนแผนยุทธศาสตร์ในระดับท้องถิ่นให้สอดคล้องกับ SDGs ได้อย่างมีประสิทธิภาพ
