The Expectation of Buddhist Ecclesiastical Official Monks on The Authorities In The Service of Sangha Administration of Maha Sarakham Provincial Office of Buddhism

Abstract

The research titled "Expectation of Buddhist Ecclesiastical Official Monks on The Authorities In The Service of Sangha Administration of Maha Sarakham Provincial Office of Buddhism" aims to study 1) the opinions of Buddhist ecclesiastical official monks regarding the authorities in the service of sangha administration of Maha Sarakham Provincial Office of Buddhism, and 2) the expectations of Buddhist ecclesiastical official monks regarding the authorities in the service of sangha administration of Maha Sarakham Provincial Office of Buddhism. The research employs qualitative methods and data collection through interviews and focus group discussions with the Buddhist ecclesiastical official monks of Maha Sarakham Province. The research findings indicate that

1. The Buddhist ecclesiastical official monks have opinions on the authorities in the service of sangha administration of Maha Sarakham Provincial Office of Buddhism as follows: In terms of administration, Maha Sarakham Provincial Office of Buddhism is responsible for supervising, monitoring the operations of the monastic community, and providing advice and guidance on document preparation and coordination with government agencies. In terms of religious education, Maha Sarakham Provincial Office of Buddhism is responsible for assisting, supervising, monitoring, caring for, and coordinating the education of the monastic community. In terms of educational support, Maha Sarakham Provincial Office of Buddhism is responsible for managing the budget and coordinating support for the educational activities of the monastic community with other agencies. In terms of promoting Buddhism, Maha Sarakham Provincial Office of Buddhism is responsible for supporting, promoting, and facilitating the monastic community in spreading Buddhism. In terms of public works, Maha Sarakham Provincial Office of Buddhism is responsible for reviewing, screening, and preparing documents for budget allocation to repair religious sites. In terms of public welfare, Maha Sarakham Provincial Office of Buddhism is responsible for assisting, advising monks and the public, and coordinating support for the public welfare activities of the monastic community with other agencies.

2. The Buddhist ecclesiastical official monks have expectations regarding the authorities in the service of sangha administration of Maha Sarakham Provincial Office of Buddhism as follows: In terms of administration, Maha Sarakham Provincial Office of Buddhism should provide legal experts as advisors or educators on the administration of the monastic community. In terms of religious education, Maha Sarakham Provincial Office of Buddhism should help enhance educational achievements, improve the quality of education management, and systematically manage educational databases. In terms of welfare education, Maha Sarakham Provincial Office of Buddhism should assist those lacking opportunities to study in Buddhist schools and promote Buddhist education to increase welfare education channels. In terms of spreading Buddhism, Maha Sarakham Provincial Office of Buddhism should support tools, various media, materials, and personnel to assist the monastic community in spreading Buddhism. In terms of public works, Maha Sarakham Provincial Office of Buddhism should help prepare documents to request budgets for the renovation and restoration of temples and religious sites. In terms of social welfare, Maha Sarakham Provincial Office of Buddhism should help establish a systematic and properly regulated welfare assistance fund.

งานวิจัยเรื่อง “ความคาดหวังของพระสังฆาธิการที่มีต่ออำนาจหน้าที่ในการสนองงานการบริหารกิจการคณะสงฆ์ของสำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม” มีวัตถุประสงค์เพื่อศึกษา 1) ความคิดเห็นของพระสังฆาธิการที่มีต่ออำนาจหน้าที่ในการสนองงานการบริหารกิจการคณะสงฆ์ของสำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม 2) ความคาดหวังของพระสังฆาธิการที่มีต่ออำนาจหน้าที่ในการสนองงานการบริหาร กิจการคณะสงฆ์ของสำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม โดยใช้วิธีการวิจัยเชิงคุณภาพ และเก็บรวบรวมข้อมูลด้วยการสัมภาษณ์และการสนทนากลุ่มในพระสังฆาธิการจังหวัดมหาสารคาม ผลการวิจัยพบว่า

1. พระสังฆาธิการมีความคิดเห็นต่ออำนาจหน้าที่ในการสนองงานการบริหารกิจการคณะสงฆ์ของสำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม ดังนี้ ด้านการปกครอง สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามมีหน้าที่กำกับ ติดตาม การดำเนินงานของคณะสงฆ์ และให้คำปรึกษาชี้แนะการจัดทำเอกสารและประสานงานกับหน่วยงานของรัฐ ด้านการศาสนศึกษา สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามมีหน้าที่ช่วยเหลือ กำกับ ติดตาม ดูแล ประสานงานการศึกษาของคณะสงฆ์ ด้านการศึกษาสงเคราะห์ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม มีหน้าที่ดูแลงบประมาณ และประสานการสนับสนุนงานการศึกษาสงเคราะห์ของคณะสงฆ์กับหน่วยงานอื่น ด้านการเผยแผ่พระพุทธศาสนา สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามมีหน้าที่สนับสนุน ส่งเสริม และอำนวยความสะดวกคณะสงฆ์ในการเผยแผ่พระพุทธศาสนา ด้านสาธารณูปการ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามมีหน้าที่พิจารณา คัดกรอง จัดทำเอกสารการจัดสรรงบประมาณเพื่อซ่อมแซมศาสนสถาน ด้านสาธารณสงเคราะห์ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามมีหน้าที่ช่วยเหลือ ให้คำปรึกษาพระสงฆ์ประชาชน และประสานการสนับสนุนงานสาธารณสงเคราะห์ของคณะสงฆ์กับหน่วยงานอื่น

2. พระสังฆาธิการมีความคาดหวังต่ออำนาจหน้าที่ในการสนองงานการบริหารกิจการคณะสงฆ์ของสำนักงานพระพุทธศาสนาจังหวัดมหาสารคาม ดังนี้ ด้านการปกครอง สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรจัดหาผู้เชี่ยวชาญด้านกฎหมายมาเป็นที่ปรึกษาหรือให้ความรู้เกี่ยวกับการปกครองคณะสงฆ์ ด้านการศาสนศึกษา สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรช่วยยกระดับผลสัมฤทธิ์ทางการศึกษา พัฒนาคุณภาพการจัดการศึกษา และจัดการฐานข้อมูล ด้านการศึกษาอย่างเป็นระบบ ด้านการศึกษาสงเคราะห์ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรช่วยผู้ที่ขาดโอกาสให้ได้ศึกษาในโรงเรียนพระปริยัติธรรม และประชาสัมพันธ์การศึกษาพระปริยัติธรรมเพื่อเพิ่มช่องทางการศึกษาสงเคราะห์ ด้านการเผยแผ่พระพุทธศาสนา สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรสนับสนุนเครื่องมือ สื่อต่างๆ วัสดุอุปกรณ์และจัดหาบุคลากรช่วยคณะสงฆ์ในการเผยแผ่พระพุทธศาสนา ด้านสาธารณูปการ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรช่วยจัดทำเอกสารขอรับงบประมาณในการปรับปรุงซ่อมแซมบูรณะวัดและศาสนสถาน ด้านสาธารณสงเคราะห์ สำนักงานพระพุทธศาสนาจังหวัดมหาสารคามควรช่วยจัดตั้งกองทุนช่วยเหลือสงเคราะห์ อย่างเป็นระบบและถูกต้องตามระเบียบของทางราชการ
