Program Developed the Teachers for Activities Arrangement to Enhance Public Mind in Students for Schools under Kalasin Primary Educational Service Area Office 1

Abstract

The objectives of the research were to study present condition, desirable condition, and how to strengthen public mind of students, and to develope the teachers for activities arrangement to enhance public mind in students for schools under Kalasin primary educational service area office 1. The research was set by doing 2 phases. The first phase educated the present condition, desirable condition, and how to strengthen public mind of students for schools Kalasin primary educational service area office 1 though the questionnaire by 254 administrators or teachers who response arragement the moral for students in the academic year 2560. The second phase designed a program developed the teachers for activities arrangement to enhance public mind in students for schools under Kalasin primary educational service area office 1. This phase educated three best practices and assessed the suitability and feasibility by 7 experts. The instruments used for gathering data were a questionnaire, interview form, and an assessment form. The statistics used for analyzing the collected data were mean, Standard deviation, Percentage, and Modified Priority Needs Index (PNI modified). The research results were as follow :

1. The present condition, desirable condition, and how to strengthen public mind of students for schools under Kalasin primary educational service area office 1 revealed that the present condition and the desirable condition public mind of students for schools under Kalasin primary educational service area office 1 were at the high level. Enhancing were 3 steps; 1) learning by doing, 2) activities, and 3) knowledge sharing for building participation, respect, and accountability.

2. A program developed the teachers for activities arrangement to enhance public mind in students for schools under Kalasin primary educational service area office 1 assessed by 7 experts showed that it was suitable as a whole at the highest level and was possible as a whole at the high level. It showed that :

2.1 The program consists of 9 parts; 1) background, 2) objectives, 3) aims, 4) time, 5) methodologies, 6) content, 7) orientation activities, 8) tools and techniques, and 9) evaluation

2.2 Scope of the program was classified to 3 sets. The first was enhanced participation, the second was enhanced respect, and the third was enhanced accountability. The ways to do the activities were learning by performance, learning together by doing group activities together, and knowledge sharing. For techniques and tools were program materials, work sheets, and assessment forms. And the evaluation was on self-assessment before, middle, and after treatment by the self-evaluation.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์จิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 และเพื่อพัฒนาโปรแกรมพัฒนาครูด้านการจัดกิจกรรมการเรียนรู้เพื่อเสริมสร้างจิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยทำการวิจัย 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์จิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยการใช้แบบสอบถามจากกลุ่มตัวอย่างที่เป็นผู้บริหารสถานศึกษา หรือครูผู้รับผิดชอบงานส่งเสริมคุณธรรม จริยธรรมของโรงเรียน จำนวน 254 คน ในปีการศึกษา 2560 ระยะที่ 2 การพัฒนาโปรแกรมพัฒนาครูด้านการจัดกิจกรรมการเรียนรู้เพื่อเสริมสร้างจิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยการศึกษา Best Practices จำนวน 3 โรงเรียน และประเมินความเหมาะสมและความเป็นไปได้ โดยผู้ทรงคุณวุฒิ จำนวน 7 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถาม แบบสัมภาษณ์ และแบบประเมิน สถิติที่ใช้ในการวิเคราะห์ข้อมูล คือ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าร้อยละและหาความต้องการจำเป็นโดยใช้เทคนิค Modified Priority Needs Index (PNI modified) ผลการวิจัย พบว่า

1. สภาพปัจจุบัน สภาพที่พึงประสงค์ โดยวิธีการเสริมสร้างจิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 พบว่าสภาพปัจจุบันและสภาพที่พึงประสงค์ของจิตสาธารณะของนักเรียน โดยรวมอยู่ในระดับมาก ส่วนวิธีการเสริมสร้าง จิตสาธารณะของนักเรียน คือ การเรียนรู้ด้วยการปฏิบัติจริง การทำกิจกรรม และการแลกเปลี่ยนเรียนรู้ เพื่อฝึกการมีส่วนร่วม การเคารพสิทธิ และความรับผิดชอบ

2. โปรแกรมพัฒนาครูด้านการจัดกิจกรรมการเรียนรู้เพื่อเสริมสร้างจิตสาธารณะของนักเรียน สำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 ที่พัฒนาขึ้นได้รับการประเมินโดยผู้ทรงคุณวุฒิ 7 คน พบว่า โปรแกรมฯ มีความเหมาะสมโดยรวมอยู่ระดับมากที่สุด และมีความเป็นไปได้โดยรวมอยู่ในระดับมาก ซึ่งมีลักษณะ ดังนี้

2.1 โปรแกรมฯ ประกอบด้วยส่วนต่างๆ 9 ส่วน ได้แก่ 1) ที่มาและความสำคัญ 2) วัตถุประสงค์ 3) เป้าหมาย 4) เวลา 5) วิธีการเสริมสร้าง 6) เนื้อหาสาระ 7) แนวการจัดกิจกรรม 8) เทคนิคและเครื่องมือ และ 9) การวัดและประเมินผล

2.2 ขอบข่ายเนื้อหาของโปรแกรมฯ แบ่งออกเป็น 3 ชุด ได้แก่ ชุดกิจกรรม 1 การเสริมสร้างการมีส่วนร่วม ชุดกิจกรรม 2 การเสริมสร้างการเคารพสิทธิ และชุดกิจกรรม 3 การเสริมสร้างความรับผิดชอบ โดยมีแนวการจัดกิจกรรม คือ การเรียนรู้ด้วยการปฏิบัติจริง การเรียนรู้ร่วมกันด้วยการทำกิจกรรมกลุ่ม และการแลกเปลี่ยนเรียนรู้ สำหรับเทคนิคและเครื่องมือ ได้แก่ เอกสารประกอบโปรแกรม ใบกิจกรรม และแบบประเมิน ส่วนการประเมินประกอบด้วย การประเมินก่อน ระหว่าง และหลังการพัฒนา โดยการประเมินตนเอง
