The Developing Guidelines on Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12

Abstract

The purposes of this research were 1) to study the current state, desirable conditions and need of Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12, 2) to Developing Guidelines on Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12. There were 2 phases of implementation in research and development including: 1) Studying the current state, desirable conditions and need of Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12; the samples consisted of 43 school administrators and 221 teachers. The research instrument were the questionnaire. The statistics used for analyzing data were modified priority need Index, mean and standard deviation. 2) The Developing Guidelines on Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12; focus group discussion the 7 professionals were group the of informants. The research instrument were evaluation form. The Statistics used for analyzing data were mean and standard deviation.

The result of the research revealed that:

1. The results of the current state of Administration in Philosophy of Sufficiency Economy (Local Sufficiency School). Were reported that the current state of Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12 were at a moderate level with the of 3.47. Considering each side, it was found that most of them were in the middle level. Exclude Curriculum and Learning Activities, The Development of Students were at a high level. Desirable conditions of Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12 were at highest level with the of 4.69. And Order of Needs to Developing Guidelines on Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12 were in Education Management . Are needed the most, followed by the Results / Success. The Personnel Development. Curriculum and Learning Activities. And the Learner Development Activities.

2. The result of Developing Guidelines on Administration in Philosophy of Sufficiency Economy (Local Sufficiency School) for Municipal Schools in The Provincial Group of Education 12 were 5 categories. The first category was the Principle. The second category was the Purpose. The third category was the Mechanism driving the philosophy of sufficiency economy to the school. The fourth category was the Management approach based on philosophy of sufficiency economy. (Local Sufficiency School). The fifth category were the Conditions of Success. The Guidelines was divided into 5 factors. 1 was school management. 2 was curriculum and learning management. 3 was the development of students. 4 was development of personnel. 5 the results / imaging success. With the expert by focus group discussion were give the interest and get the benefit suggestion. The results of possibility, suitability of developing guidelines were at high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 2) พัฒนาแนวทางการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 การวิจัยครั้งนี้เป็นการวิจัยและพัฒนา ดำเนินการวิจัยโดยแบ่งออกเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 43 คน และครู จำนวน 221 คน เครื่องมือที่ใช้ในการเก็บข้อมูล คือ แบบสอบถาม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าดัชนี PNI ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ระยะที่ 2 การพัฒนาแนวทางการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 โดยกลุ่มผู้ให้ข้อมูล ได้แก่ ผู้ทรงคุณวุฒิประเมินแนวทางจำนวน 7 คน ด้วยวิธีการสนทนากลุ่มและประเมินแนวทางการพัฒนา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพปัจจุบันของการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) พบว่า สภาพปัจจุบันของการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 โดยรวมอยู่ในระดับปานกลาง (X= 3.47) และเมื่อพิจารณาเป็นรายด้าน พบว่า ส่วนใหญ่อยู่ในระดับปานกลาง ยกเว้น ด้านหลักสูตรและการจัดการกิจกรรมการเรียนรู้ และด้านการจัดกิจกรรมพัฒนาผู้เรียนอยู่ในระดับมาก ส่วนสภาพที่พึงประสงค์ของการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 โดยรวมอยู่ในระดับมากที่สุด (X= 4.69) และเมื่อพิจารณาเป็นรายด้านอยู่ในระดับมากที่สุดทุกด้าน และลำดับความต้องการจำเป็นในการพัฒนาแนวทางการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 พบว่า ด้านการบริหารจัดการสถานศึกษา มีความจำเป็นมากที่สุด รองลงมาคือ ด้านผลลัพธ์/ภาพความสำเร็จ ด้านการพัฒนาบุคลากรของสถานศึกษา ด้านหลักสูตรและการจัดกิจกรรมการเรียนรู้ และด้านการจัดกิจกรรมพัฒนาผู้เรียน ตามลำดับ

2. ผลการพัฒนาแนวทางการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) สำหรับโรงเรียนสังกัดเทศบาลกลุ่มจังหวัดการศึกษาท้องถิ่นที่ 12 ที่ได้พัฒนาขึ้นมีองค์ประกอบ 5 ส่วน ได้แก่ 1) หลักการ 2) จุดมุ่งหมาย 3) กลไกการขับเคลื่อนหลักปรัชญาของเศรษฐกิจพอเพียงสู่สถานศึกษา 4) แนวทางการบริหารตามหลักปรัชญาของเศรษฐกิจพอเพียง (โรงเรียนพอเพียงท้องถิ่น) 5) เงื่อนไขความสำเร็จ แบ่งออกเป็น 5 ด้าน ได้แก่ ด้านการบริหารจัดการสถานศึกษา ด้านหลักสูตรและการจัดการกิจกรรมการเรียนรู้ ด้านการจัดกิจกรรมพัฒนาผู้เรียน ด้านการพัฒนาบุคลากรของสถานศึกษา ด้านผลลัพธ์/ภาพความสำเร็จ ผู้ทรงคุณวุฒิในการสนทนากลุ่มได้ให้ข้อเสนอแนะที่เป็นประโยชน์เพิ่มเติมและประเมินความเหมาะสม และความเป็นไปได้ของแนวทางการพัฒนา มีความเหมาะสมระดับมาก
