Program for Developing to Digital Citizenship of Schools’ Administrators under the Secondary Education Service Area Office Mahasarakham

Abstract

This research aims 1) to study the current conditions, desirable conditions, and the need to enhance the development of digital citizenship of school administrators. 2) Develop the program to enhance the development of digital citizenship of school administrators under the Secondary Education Service Area Office Mahasarakham. The research method was divided into 2 phases: Phase 1 was to study the current conditions, desirable conditions, and the need to enhance the development of digital citizenship of school administrators. The samples were 321 school administrators and teachers. Obtained by determining the sample size of Krejcie and Morgan and the stratified random sampling. The research instrument was a 5-level scaling questionnaire. The research instrument was a questionnaire of current conditions, desirable conditions, and the need to enhance the development of digital citizenship of school administrators. Phase 2 was to develop the program to enhance the development of digital citizenship of school administrators. The informants were 3 school administrators found by purposive sampling, and 5 educational experts verified the program. The research instrument was a semi-structured interview and the assessment of the suitability and feasibility of the program. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and Priority Needs Index (modified).

The results showed that

1. The current stage of the enhanced development of digital citizenship of schools’ administrators was overall at a high level. The highest average aspect was effective communication. The desirable conditions of the enhanced development of digital citizenship of school administrators were overall at the highest level. The highest average aspect was having a spirit of respect. The need to enhance the development of digital citizenship of school administrators which ordered the needs assessment from more to less were morality ethics, technology safety, the having a spirit of respect, effective communication, and creativity and innovation.

2. The program to enhance the development of digital citizenship of schools’ administrators under the Secondary Education Service Area Office Mahasarakham consisted of 1) origin, principles, and importance 2) objectives 3) content and substance 4) 70-20-10 development model principles 5) program measurement and evaluation. The content consisted of 5 modules: Module 1: having a Spirit of Respect, Module 2: Creativity and Innovation, Module 3: Morality Ethics, Module 4: Effective Communication, and Module 5: Technology Safety. The results of the overall program evaluation were at the highest level appropriate, and the possibilities are at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และ ความต้องการจำเป็นในเรื่อง ความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา และ 2) พัฒนาโปรแกรมเสริมสร้างความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม โดยใช้วิธีดำเนินการวิจัย แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน จำนวน 321 คน ได้มาโดยกำหนดขนาดกลุ่มตัวอย่าง ของ Krejcie และ Morgan และใช้เทคนิคการสุ่มแบบชั้นภูมิ เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่ แบบสอบถามแบบมาตรประมาณค่า 5 ระดับ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามสภาพปัจจุบัน สภาพที่พึงประสงค์และ ความต้องการจำเป็นของความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษา จำนวน 3 คน ซึ่งได้มาโดยวิธีการเลือกแบบเจาะจง และผู้ทรงคุณวุฒิตรวจสอบยืนยันโปรแกรม จำนวน 5 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสัมภาษณ์กึ่งโครงสร้าง แบบประเมินความเหมาะสมและ ความเป็นไปได้ของโปรแกรม สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย และ ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก โดยเรียงลำดับ ด้านที่มีค่าเฉลี่ยสูงสุด คือ การสื่อสารที่มีประสิทธิภาพ ส่วนสภาพที่ พึงประสงค์ของความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมากที่สุด ด้านที่มีค่าเฉลี่ยสูงสุด คือ การมีจิตแห่งการเคารพ และความต้องการจำเป็นในการพัฒนาความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา เรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ การมีคุณธรรม จริยธรรม ความปลอดภัยในการใช้เทคโนโลยี การมีจิตแห่งการเคารพ การสื่อสารที่มีประสิทธิภาพ และการสร้างสรรค์และนวัตกรรม

2. โปรแกรมเสริมสร้างความเป็นพลเมืองดิจิทัลของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษามหาสารคาม ประกอบด้วย 1) ที่มา หลักการและความสำคัญ 2) วัตถุประสงค์ 3) เนื้อหาและสาระสำคัญ 4) หลักการพัฒนาแบบ 70-20-10 5) การวัดและประเมินผลโปรแกรม และเนื้อหาประกอบด้วย 5 Module ได้แก่ Module 1 ด้านการมีจิตแห่งการเคารพ Module 2 ด้านการสร้างสรรค์และนวัตกรรม Module 3 ด้านการมีคุณธรรม จริยธรรม Module 4 ด้านการสื่อสารที่มีประสิทธิภาพ และModule 5 ด้านความปลอดภัยในการใช้เทคโนโลยี ซึ่งผลการประเมินโปรแกรมโดยรวมมีความเหมาะสมอยู่ ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด
