Development of Guidelines Management Towards Excellence in Primary Schools Under Mahasarakham Primary Educational Service Area office 2

Abstract

This research aimed to study the current conditions, desired conditions, and essential needs, as well as to development of guidelines management towards Excellence in primary schools under the MahaSarakham Primary Educational Service Area Office 2. The research was conducted in two phases. Phase 1 involved studying the current conditions, desired conditions, and essential needs of administrative excellence. The sample group consisted of 310 participants, including 40 school administrators and 270 teachers. The research instrument was a questionnaire with an item-objective congruence (IOC) value ranging from 0.80 to 1.00 and a reliability coefficient of 0.92. The statistical methods used for quantitative data analysis included frequency, percentage, mean, standard deviation, and the Modified Priority Needs Index (PNImodified). Phase 2 involved the development and evaluation of administrative guidelines for achieving excellence in primary schools under the Office of Mahasarakham Primary Educational Service Area 2, employing a qualitative research approach, with interviews and guideline evaluation forms as research tools. Data were analyzed using content analysis, along with frequency, percentage, mean, and standard deviation for the quantitative evaluation.

The research findings revealed the following 1. The management towards Excellence in primary schools under the MahaSarakham Primary Educational Service Area Office 2 encompassed seven key dimensions: (1) organizational leadership, (2) systematic planning, (3) student focus, (4) personnel focus, (5) operational processes, (6) measurement, analysis, and knowledge management, and (7) performance results. The overall current condition was found to be at a moderate level, while the overall desired condition was at the highest level. Considering each aspect individually, the highest rated was systematic planning. According to the Modified Priority Needs Index (PNImodified), the areas were ranked in order of need from highest to lowest as follows: systematic planning, operational processes, organizational leadership, personnel focus, measurement and knowledge management, student focus, and performance results. 2. The development of the administrative guidelines toward excellence in primary schools under the Maha Sarakham Primary Educational Service Area Office 2 resulted in seven dimensions: (1) organizational leadership , (2) systematic planning , (3) student focus , (4) personnel focus , (5) operational processes , (6) measurement, analysis, and knowledge management , and (7) performance results . The development process was based on Deming’s quality management cycle (PDCA). The evaluation of the guidelines’ appropriateness and feasibility indicated that, overall, they were highly appropriate and feasible for practical implementation.

การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ความต้องการ จำเป็นและเพื่อพัฒนาแนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคามเขต 2 การดำเนินการวิจัยมี 2 ระยะ ได้แก่ การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของทางการบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหาร จำนวน 40 คน และครู จำนวน 270 คน รวมทั้งสิ้น จำนวน 310 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม มีค่าดัชนีความสอดคล้อง (IOC) อยู่ระหว่าง 0.80 – 1.00 มีค่าความเชื่อมั่น 0.92 สถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐานและค่าดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การพัฒนาและประเมินแนวทางทางการบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 เป็นการวิจัยเชิงคุณภาพ โดยใช้วิธีการสัมภาษณ์และแบบประเมินแนวทางเป็นเครื่องมือในการวิจัย วิเคราะห์ข้อมูลโดยการ วิเคราะห์เนื้อหา และสถิติที่ใช้ในการวิเคราะห์ข้อมูลเชิงปริมาณ ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยพบว่า 1. การบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคามเขต 2 มีทั้งหมด 7 ด้านได้แก่ 1) การนำองค์กร 2) การวางแผนอย่างเป็นระบบ 3) การมุ่งเน้นผู้เรียน 4) การมุ่งเน้นบุคลากร 5) กระบวนการดำเนินการ 6) การวัด การวิเคราะห์และการจัดการความรู้ 7) ผลลัพธ์การดำเนินการ สภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลา พิจารณาสภาพที่พึงประสงค์โดยรวม พบว่า อยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน เรียงลำดับได้ดังนี้ ด้านการวางแผนอย่างเป็นระบบ พิจารณาค่าดัชนีลำดับความสำคัญของความต้องการจำเป็น พบว่า เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อยได้ดังนี้ ด้านการวางแผนอย่างเป็นระบบ ด้านกระบวนการดำเนินการ ด้านการนำองค์กร ด้านการมุ่งเน้นบุคลากร ด้านการวัด การวิเคราะห์และการจัดการความรู้ ด้านการมุ่งเน้นผู้เรียน ด้านผลลัพธ์การดำเนินการ ตามลำดับ 2. ผลการพัฒนาแนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 พบว่า ได้แนวทางการบริหารสู่ความเป็นเลิศของโรงเรียนประถมศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษามหาสารคาม เขต 2 ทั้งหมด 7 ด้าน ได้แก่ 1) ด้านการนำองค์กร 2) ด้านการวางแผนอย่างเป็นระบบ 3) ด้านการมุ่งเน้นผู้เรียน ข้อ 4) ด้านการมุ่งเน้นบุคลากร ข้อ 5) ด้านกระบวนการดำเนินการ ข้อ 6) ด้านการวัด การวิเคราะห์และการจัดการความรู้ ข้อ 7) ผลลัพธ์การดำเนินการ ซึ่งการพัฒนาแนวทางการบริหารดำเนินงานตามหลักการบริหารโรงเรียนโดยใช้วงจรคุณภาพเดมมิ่ง (PDCA) ผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง พบว่าความเหมาะสมและความเป็นไปได้ของแนวทางโดยรวม มีความเหมาะสมอยู่ในระดับมาก
