Program to Enhance Innovative Leadership of School Administratorsunder Kalasin Primary Educational Service Area Office 1

Abstract

The purposes of this research were: 1) to study the current and desirable conditions, the needs, and the guidelines for enhancing innovative leadership of school administrators, and 2) to develop and evaluate a program to enhance innovative leadership of school administrators under Kalasin Primary Educational Service Area 1. The research was conducted in two phases. In Phase 1, the study examined the current conditions, desirable conditions, needs, and guidelines for enhancing innovative leadership. The sample consisted of 300 school administrators and teachers selected by stratified random sampling. The key informants were five school administrators with best practices, obtained through purposive sampling. The research instruments included a rating scale questionnaire and a semi-structured interview form. The statistics used for data analysis were mean, standard deviation, Cronbach’s correlation coefficient, and the modified priority needs index (PNImodified). In Phase 2, a program to enhance innovative leadership of school administrators was developed and evaluated. The program was assessed by five experts, selected by purposive sampling. The research instrument was a suitability and feasibility assessment form, and the data were analyzed using mean and standard deviation.

The results showed that the current condition of innovative leadership of school administrators was at a moderate level, while the desirable condition was at the highest level. The needs were prioritized as follows: innovative vision, creating an innovative organizational climate, leading change, and innovative creativity. The developed program consisted of principles, objectives, content, development methods, and evaluation. The developed program to enhance innovative leadership consisted of five components: 1) principles, 2) objectives, 3) content — comprising four modules: innovative vision, creating an innovative organizational climate, leading change, and innovative creativity, 4) development methods, and 5) evaluation and assessment. The total duration of the program was 66 hours. The evaluation of the program indicated that both its appropriateness and feasibility were rated at the highest level.

การวิจัยครั้งนี้มีวัตถุประสงค์ของการวิจัยเพื่อ 1) ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ความต้องการจำเป็น และแนวทางเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา และ 2) สร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยแบ่งการดำเนินงานออกเป็น 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ ความต้องการจำเป็น และแนวทางเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาฯ กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครู จำนวน 300 คน ได้มาด้วยการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ กลุ่มผู้ให้ข้อมูล ได้แก่ ผู้บริหารสถานศึกษาที่มีวิธีปฏิบัติที่ดี จำนวน 5 คน ได้มาด้วยการเลือกแบบเจาะจง เครื่องมือวิจัย ได้แก่ แบบสอบถามแบบมาตรประมาณค่า และแบบสัมภาษณ์แบบกึ่งโครงสร้าง สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ค่าสัมประสิทธิ์สหสัมพันธ์แบบครอนบาคและวิเคราะห์หาดัชนีความต้องการจำเป็น (PNImodified) ระยะที่ 2 การสร้างและประเมินโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาฯ ประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาด้วยการเลือกแบบเจาะจง เครื่องมือวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมฯ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า สภาพปัจจุบันของภาวะผู้นำเชิงนวัตกรรมของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 1 โดยรวมอยู่ในระดับปานกลาง และสภาพที่พึ่งประสงค์ฯ โดยรวมอยู่ในระดับมากที่สุด ส่วนความต้องการจำเป็นในการเสริมสร้างฯ เรียงลำดับจากมากไปน้อย ได้แก่ การมีวิสัยทัศน์นวัตกรรม การสร้างบรรยากาศองค์กรนวัตกรรม การเป็นผู้นำการเปลี่ยนแปลง และการมีความคิดสร้างสรรค์นวัตกรรม ตามลำดับ โดยโปรแกรมเสริมสร้างภาวะผู้นำเชิงนวัตกรรมฯ ประกอบด้วย 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา (ประกอบไปด้วย 4 Module ได้แก่ การมีวิสัยทัศน์นวัตกรรม การสร้างบรรยากาศองค์กรนวัตกรรม การเป็นผู้นำการเปลี่ยนแปลง และการมีความคิดสร้างสรรค์นวัตกรรม) 4) วิธีการพัฒนา และ 5) การวัดและประเมินผล ใช้ระยะเวลาในการดำเนินโปรแกรมรวมทั้งสิ้น 66 ชั่วโมง ผลการประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมอยู่ในระดับมากที่สุดทั้ง 2 รายการ
