A Program to Strengthen Academic Leadership for School Administrators under the Office of Kalasin Primary Educational Service Area 2

Abstract

This research aims to study the current condition, desirable condition and priority needs of academic leadership of educational administrators under the office of Kalasin primary education service area 2 and develop a program to strengthen the academic leadership of school administrators under the office of Kalasin primary education service area 2. The research is conducted through mixed methods, divided into 2 phases. Phase 1: Studying up the current condition; desirable condition and priority needs of academic leadership of school administrators under the office of Kalasin primary education service area 2, the sample group includes 117 school administrators and teachers. The tool used in the research is a 5-level Rating Scale questionnaire. Phase 2: Develop a program to strengthen the academic leadership of school administrators under the office of Kalasin primary education service area 2, in which 5 people were obtained by specific selection. The tool used in the research is the program’s suitability and feasibility assessment form. Statistics in data analysis include mean and standard deviation. The results of the research are as follows:

1. The academic leadership of the school administrators in the current condition is at the average level, while the desirable condition is at the highest level, and the priority needs are in order from high to low including; 1) teaching supervision, 2) mission setting, 3) curriculum management, and 4) Promotion of teaching and learning atmosphere.

2. A program to strengthen academic leadership for school administrators under the office of Kalasin primary educational service area 2 has been developed in 6 parts including; 1) Principles, 2) Goals, 3) Objectives, 4) Knowledge Content, consisting of 4 modules: (1) Mission Setting, (2) Promotion of Teaching and Learning Environment, (3) Teaching Supervision and (4) Curriculum Management, 5) Learning Process and 6) Evaluation. The program assessed by the experts is appropriateness and feasibility at the highest level.

การวิจัยนี้มีจุดมุ่งหมาย เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 และพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 โดยใช้วิธีดำเนินการวิจัยแบบผสมผสาน (Mixed Methods Research) แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จำนวน 117 คน ครูผู้สอน จำนวน 297 คน รวมทั้งหมดจำนวน 414 คน ได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วนประมาณค่า (Rating Scale) 5 ระดับ ระยะที่ 2 พัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิ จำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรม สถิติในการวิเคราะห์ข้อมูล ได้แก่ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยปรากฏดังนี้

1. ภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาใน สภาพปัจจุบัน โดยรวมอยู่ในระดับปานกลาง ส่วนสภาพที่พึงประสงค์ โดยรวมอยู่ในระดับมากที่สุด และเรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ 1) ด้านการนิเทศการสอน 2) ด้านการกำหนดพันธกิจ 3) ด้านการบริหารหลักสูตร และ4) ด้านการส่งเสริมบรรยากาศการเรียนการสอน

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 ที่พัฒนาขึ้นประกอบด้วย 6 ส่วน ได้แก่ 1. หลักการ 2. เป้าหมาย 3. วัตถุประสงค์ 4. เนื้อหาความรู้ ประกอบด้วย 4 Module ได้แก่ 1) การกำหนดพันธกิจ 2) การส่งเสริมบรรยากาศการเรียนการสอน 3) การนิเทศการสอน และ 4) การบริหารหลักสูตร 5. กระบวนการเรียนรู้ และ 6. การประเมินผล โปรแกรมมีผลการประเมินความเหมาะสมและมีความเป็นไปได้ของโปรแกรมในการนำไปใช้เพื่อเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 2 โดยผู้ทรงคุณวุฒิ อยู่ในระดับ มากที่สุด
