Developing a Program to Strengthen Creative Teachers Leadership for Primary Schools under Office Basic Education Commission

Abstract

The objectives of this research were : 1) to study the elements and indicators of creative leadership of teachers in elementary school under the Office of the Basic Education Commission 2) to study current conditions Desirable conditions of creative leaders of teachers in primary schools under the Office of the Basic Education Commission3) to develop the creative leadership development program of teachers in elementary school under the Office of the Basic Education Commission 4) To study the effect of the creative leadership development program of elementary school teachers Under the Office of the Basic Education Commission Developed for use in schools From the use of developed programs Using research and development processes consisting of 4 phases Phase 1, The study of elements and indicators of creative leadership of primary school teachers Under the Office of the Basic Education Commission Has synthesized elements and indicators of creative leadership of teachers in primary schools under the Office of the Basic Education Commission by 7 experts Phase 2, The study of current conditions, desirable conditions, and methods for enhancing creative leadership of primary school teachers under the Office of the Basic Education Commission were obtained by using multi-stage random sampling method. Phase 3, Development of Creative Leadership Program for Primary School Teachers under the Office of the Basic Education Commission Evaluate the program by 7 experts Phase 4, Implementing the Leadership Development Program Used for 30 people. Tools used in data collection Including questionnaires, assessments and interviews Statistics used in data analysis are percentage. Average and standard deviation.

The research findings found that:

1. Elements and indicators of creative leadership of primary school teachers under the Office of the Basic Education Commission have 4 components. 12 indicators consist of Key elements 1) Having a vision with 3 indicators 2) Having imagination with 3 indicators 3) Having flexibility with 3 indicators and 4) Reflecting practice There are 3 indicators when considering Each item was found to be at a very high level.

2. The current condition of constructing creative leadership of primary school teachers as a whole is at a high level. And when considering each aspect, it was found that it was at a high level in all aspects As for the desirable condition for enhancing creative leadership of primary school teachers Overall at the highest level and when considered on a side-by-side basis At the highest level in all aspects and ways to strengthen Leadership consists of 3 methods: 1) Adult learning and 2) Workshop 3) Study visits

3. The creative leadership development program of elementary school teachers developed with the components of the program is 1) Introduction 2) Objectives 3) Content 4) Procedures 5) Measurement and evaluation consists of 4 modules including Module 1, availability Vision Module 2 Having Imagination Module 3 Flexibility and Module 4 Reflection Practices The 180-hour development period uses a variety of development methods to create knowledge, understanding and profound and sustainable learning skills. So that the developer can take it Continue to adapt to the principles of self-development Which various methods used to develop the program include 1) Orientation registration 2) Training and 3) Study visits Development action Has developed 4 development steps as follows: Step 1 Pre-development assessment Step 2 Development Step 3 Integration and Step 4 Post-development assessment And the manual consists of 4 parts: Part 1 Introduction Part 2 Creative Creation Program Part 3 Implementation of Creative Leadership Development Part 4 Measurement and Evalu.

4. The results of the creation of creative leadership of primary school teachers under the Office of the Education Commission From the use of developed programsation 4.1) The results of the test of the creative leadership enhancement of primary school teachers Under the Office of the Basic Education Commission Have scores before development The average score of 19.77 from the full score of 30 points, which is 65.90 percent and the post-development score has an average score of 25.93 from the full score of 30, representing 86.44 percent, indicating that primary school teachers have higher post-development scores than before development. And passed the criteria of 80 percent of all. 4.2) The evaluation of the creative leadership development program of primary school teachers before development was at a moderate level after overall development at a high level. After development and follow-up phase Found that the creative leadership development of primary school teachers The follow-up period is higher than the creative leadership development of the primary school teachers after development. 4.3) The results of the satisfaction assessment of the participants under the strengthening program Creative leadership of primary school teachers in all aspects is at the highest level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาองค์ประกอบและตัวชี้วัดภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 2) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 3) เพื่อพัฒนาโปรแกรมเสริมสร้างผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน 4) เพื่อศึกษาผลของการนำโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ที่พัฒนาขึ้นไปใช้ในโรงเรียน โดยใช้กระบวนการวิจัยและพัฒนาประกอบด้วย 4 ระยะ คือระยะที่ 1 การศึกษาองค์ประกอบและตัวชี้วัดการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ได้สังเคราะห์องค์ประกอบและตัวชี้วัดการเสริมสร้างภาวะผู้นำเชิงเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน โดยผู้ทรงคุณวุฒิ จำนวน 7 คน ระยะที่ 2 การศึกษาสภาพปัจจุบันสภาพที่พึงประสงค์และการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐานได้มา โดยวิธีการสุ่มแบบหลายขั้นตอน จำนวน 504 คน ระยะที่ 3 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน ไปใช้ประเมินโปรแกรมครูโรงเรียนข้างเคียง โดยผู้เชี่ยวชาญจำนวน 7 คน ระยะที่ 4 การนำโปรแกรมเสริมสร้างภาวะผู้นำเชิง ที่นำไปใช้ จำนวน 30 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูล ได้แก่แบบสอบถาม แบบประเมิน และแบบสัมภาษณ์ สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัยสรุปได้ดังนี้

1. องค์ประกอบและตัวชี้วัดภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มีองค์ประกอบ 4 องค์ประกอบ 12 ตัวชี้วัดประกอบด้วย องค์ประกอบหลัก 1) การมีวิสัยทัศน์ มี 3 ตัวชี้วัด 2) การมีจินตนาการ มี 3 ตัวชี้วัด 3) การมีความยืดหยุ่น มี 3 ตัวชี้วัด และ 4) การคิดอย่างมีวิจารณญาณ มี 3 ตัวชี้วัด เมื่อพิจารณาเป็นรายข้อพบว่าอยู่ในระดับมากทุกข้อ

2. สภาพปัจจุบันการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาโดยรวมอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากทุกด้าน ส่วนสภาพที่พึงประสงค์ในการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษา โดยรวมอยู่ในระดับมากที่สุด และเมื่อพิจารณาเป็นรายด้าน อยู่ในระดับมากที่สุดทุกด้านและวิธีการเสริมสร้างภาวะผู้นำ ประกอบด้วย 3 วิธี ประกอบด้วย 1) การเรียนแบบผู้ใหญ่ 2) การอบรมเชิงปฏิบัติการ และ 3) การศึกษาดูงาน

3. โปรแกรมเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาที่พัฒนาขึ้นมีองค์ประกอบของโปรแกรม คือ 1) บทนำ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีดำเนินการ 5) วัดและประเมินผล ประกอบด้วย 4 Module ได้แก่ Module 1 การมีวิสัยทัศน์ Module 2 การมีจินตนาการ Module 3 การมีความยืดหยุ่น และ Module 4 การคิดอย่างมีวิจารณญาณ ระยะเวลาการพัฒนา 180 ชั่วโมง วิธีการพัฒนา ใช้วิธีการพัฒนาที่หลากหลายเพื่อสร้างความรู้ ความเข้าใจ และทักษะการเรียนรู้ที่ลึกซึ้งและยั่งยืน เพื่อให้ผู้เข้ารับการพัฒนาสามารถนำไป ปรับเป็นหลักการในการพัฒนาตนเองต่อไป ซึ่งวิธีการต่างๆที่นำมาใช้วิธีดำเนินการพัฒนาตามโปรแกรม ได้แก่ 1) การลงทะเบียน ปฐมนิเทศ 2) การฝึกอบรม และ 3) การศึกษาดูงาน การดำเนินการพัฒนา ได้กำหนดกระบวนการพัฒนาไว้ 4 ขั้น ดังนี้ ขั้นที่ 1การประเมินก่อนการพัฒนา ขั้นที่ 2 การพัฒนา ขั้นที่ 3 การบูรณาการ และขั้นที่ 4 การประเมินหลังการพัฒนา และคู่มือประกอบด้วย 4 ส่วน คือ ส่วนที่ 1 บทนำ ส่วนที่ 2 โปรแกรมการเสริมสร้างเชิงสร้างสรรค์ ส่วนที่ 3 การดำเนินการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ ส่วนที่ 4 การวัดและประเมินผล

4. ผลการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาสังกัดสำนักงานคณะกรรมการการศึกษาขั้นพ้นฐาน จากการนำโปรแกรมที่พัฒนาขึ้นไปใช้ 4.1) ผลการทดสอบความรู้การเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษา สังกัดสำนักงานคณะกรรมการการศึกษาขั้นพื้นฐาน มีคะแนนก่อนพัฒนาได้ คะแนนเฉลี่ย 19.77 จากคะแนนเต็ม 30 คะแนน คิดเป็น ร้อยละละ 65.90 และมีคะแนนหลังการพัฒนาได้คะแนนเฉลี่ย 25.93 จากคะแนนเต็ม 30 คิดเป็นร้อยละ 86.44 แสดงว่า ครูโรงเรียนประถมศึกษามีคะแนนหลังการพัฒนาสูงกว่าก่อนการพัฒนา และผ่านเกณฑ์ร้อยละ 80 ทุกคน 4.2) ผลการประเมินโปรแกรมการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษา ก่อนพัฒนา โดยรวมอยู่ในระดับปานกลาง หลังพัฒนา โดยรวมอยู่ในระดับมากเมื่อเปรียบเทียบการเสริมสร้างภาวะผู้เชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษา หลังพัฒนาและระยะติดตามผล พบว่าการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษา ระยะติดตามผลสูงกว่าการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาหลังพัฒนา 4.3) ผลการประเมินความพึงพอใจของผู้เข้ารับการพัฒนาตามโปรแกรมการเสริมสร้างภาวะผู้นำเชิงสร้างสรรค์ของครูโรงเรียนประถมศึกษาโดยรวมทุกด้านอยู่ในระดับมากที่สุด
