The Developing of School Network Group Administration Guidelines for Educational Quality Development for Schools Under the Office of Roi Et Primary Education Service Area Office 1

Abstract

This study aimed to 1) study the indicators of components of network group administration, 2) study the current state, desirable state and priority needs index of academic network group administration for schools under the office of Roi Et primary education service area office 1, 3) development the academic network administration guidelines for educational quality development for schools under the office of Roi Et primary education service area office 1. The study divided to 3 phases, the first phase was study the indicators of components of network group administration and suitability assessed by 5 luminaries and used the suitability assessment form for collected data, the second phase was study the current state, desirable state and priority needs index of academic network group administration collected data from samples group including administrators and teachers which was the committee of academic network administration of schools under the office of Roi Et primary education service area office 1, 214 persons from 107 schools 14 networks and research instruments were the current state and desirable state questionnaires, and the third phase was development the academic network group administration guidelines for educational quality development for schools under the office of Roi Et primary education service area office 1. Guidelines’ suitability assessment and possibility assessment by 7 luminaries, used research instrument was the suitability and possibility of guideline assessment. Descriptive statistics used in this study were mainly percentage, average and standard deviation. The result of this study were found: 1. The components and indicators of network including 5 components 25 indicators with the result of suitability assessed overall at the high level. 2. The current state of academic network group administration for schools under the office of Roi Et primary education service area office 1 overall and all aspects were at moderate levels and the desirable state of academic network group administration overall and all aspects were at high levels. The result of priority needs index of development the academic network group administration guidelines for educational quality development for schools under the office of Roi Et primary education service area office 1 by sorting the priority needs index from descending order were as follows: 1) personnel development and exchange of knowledge 2) targeting and operating network groups 3) relations and communication 4) strengthening cooperation and participation of members of the network group and 5) supervision and coordination of network groups. 3. The academic network group administration guidelines for educational quality development for schools under the office of Roi Et primary education service area office 1 including 5 components 30 indicators and 59 guidelines. Focus on internal participation academic network, management administration by network member acceptance, create agreement on academic network resource management administration and openness for cooperation of agencies or outsiders from public and private sectors cover network partner creation with higher education institutions to strengthen academic strength. The results of suitability assessment and feasibility assessment of guidelines overall at high level.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบและตัวชี้วัดของการบริหารกลุ่มเครือข่าย 2) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นของการบริหารกลุ่มเครือข่าย สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 3) พัฒนาแนวทางการบริหารกลุ่มเครือข่ายเพื่อพัฒนาคุณภาพการศึกษา สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 การวิจัยแบ่งออกเป็น 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาองค์ประกอบของเครือข่าย และประเมินความเหมาะสม โดยผู้ทรงคุณวุฒิ 5 คน โดยใช้แบบประเมินความเหมาะสมในการเก็บรวบรวมข้อมูล ระยะที่ 2 ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์ของการบริหารกลุ่มเครือข่าย เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง คือ ผู้บริหารและครู ซึ่งเป็นคณะกรรมการเครือข่ายของโรงเรียนในสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 จำนวน 214 คน จาก 107 โรงเรียน 14 เครือข่าย และเครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามสภาพปัจจุบันและสภาพที่พึงประสงค์ ระยะที่ 3 พัฒนาแนวทางการบริหารกลุ่มเครือข่ายเพื่อพัฒนาคุณภาพการศึกษา สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 ประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง โดยผู้ทรงคุณวุฒิ 7 คน เครื่องมือที่ใช้ในการประเมิน คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง สถิติที่ใช้ในการวิจัย คือ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. องค์ประกอบและตัวชี้วัดของเครือข่าย ประกอบด้วย 5 องค์ประกอบ 25 ตัวชี้วัด 2. สภาพปัจจุบันการบริหารกลุ่มเครือข่ายของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 โดยรวมและรายด้านอยู่ในระดับปานกลาง และสภาพที่พึงประสงค์โดยรวมและรายด้านอยู่ในระดับมาก ความต้องการจำเป็นในการพัฒนาแนวทางการบริหารกลุ่มเครือข่ายพัฒนาคุณภาพการศึกษา สำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้ดังนี้ ลำดับที่ 1 การพัฒนาบุคลากรและการแลกเปลี่ยนเรียนรู้ ลำดับที่ 2 การกำหนดเป้าหมายและดำเนินงานกลุ่มเครือข่าย ลำดับที่ 3 สัมพันธภาพและการติดต่อสื่อสาร ลำดับที่ 4 การเสริมสร้างความร่วมมือและการมีส่วนร่วมของสมาชิกกลุ่มเครือข่าย และลำดับที่ 5 การกำกับดูแลและการประสานงานกลุ่มเครือข่าย 3. แนวทางการพัฒนาการบริหารกลุ่มเครือข่ายเพื่อพัฒนาคุณภาพการศึกษาสำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาร้อยเอ็ด เขต 1 มี 5 องค์ประกอบ 30 ตัวชี้วัด และ 59แนวทาง มุ่งเน้นการส่งเสริมการมีส่วนร่วมภายในเครือข่าย การบริหารจัดการที่เกิดจากการยอมรับของสมาชิกเครือข่าย การทำข้อตกลงร่วมกันในการบริหารจัดการทรัพยากรของกลุ่มเครือข่าย และการเปิดรับความร่วมมือของหน่วยงานหรือบุคคลภายนอกทั้งภาครัฐและภาคเอกชน รวมถึงการสร้างภาคีเครือข่ายร่วมกับสถาบันอุดมศึกษาเพื่อเสริมสร้างความเข้มแข็งทางวิชาการ โดยมีผลการประเมินความเหมาะสมและความเป็นไปได้ของแนวทาง โดยรวมอยู่ในระดับมาก
