The Development Guidelines of Student Centered Management for the schools under Udonthani Municipality

Abstract

This study aimed at 1) studying the indicators and components of the student centered management for schools in Udonthani municipality 2) studying the current state and desirable state of student centered management for schools in Udonthani municipality and 3) developing student centered management’s guidelines for schools in Udonthani municipality. This research divided to 3 phases: the first phase was study indicators of components of the student centered management for schools in Udonthani municipality, assessed the suitability of indicators and components by 5 luminaries, the second phases was study the current state and desirable state of student centered management for schools in Udonthani municipality, the sample group including 28 administrators and 208 teachers under Udonthani municipality in academic year 2018, the third phases was development guidelines of student centered management at the schools in Udonthani municipality, assessed the suitability and possibility of guidelines by 5 luminaries. Descriptive statistics used in this study were average, mainly percentage and modified priority needs index. The result of this study were found that: 1. The indicators and components of the student centered management for schools in Udonthani municipality including 6 components and 42 indicators, the 6 components were teacher, student, curriculumn, administration organization, learning process, and administrator. The overall components suitability was at the highest level. 2. The student-centered management for schools in Udonthani municipality in the current state and desirable state were found at a high level in overall. When considering each current states’ components, they were found all components were at a high level. There are curriculum, administration organization, teacher and learning process, respectively. For desirable state’s components, they were overall at a highest level. There are administration organization, student, and teacher. 3. The development of student-centered management’s guidelines for schools in Udonthani municipality were 6 components 48 guidelines including student aspect was 10 guidelines, teacher aspect was 9 guidelines, administration organization aspect was 8 guidelines, learning process aspect was 7 guidelines, administrator aspect was 8 guidelines, and curriculumn aspect was 6 guidelines. The result of student centered management for schools in Udonthani municipality guidelines assessment by 5 luminaries, the suitability and possibility assessment overall both at high levels.

การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) ศึกษาองค์ประกอบ และตัวชี้วัดการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับโรงเรียนในสังกัดเทศบาลนครอุดรธานี 2) ศึกษาสภาพปัจจุบัน สภาพพึงประสงค์การจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับโรงเรียนในสังกัดเทศบาลนครอุดรธานี และ 3) พัฒนาแนวทางการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับโรงเรียนในสังกัดเทศบาลนครอุดรธานี การวิจัยแบ่งเป็น 3 ระยะ ดังนี้ ระยะที่ 1 ศึกษาองค์ประกอบ และตัวชี้วัดการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญสำหรับสถานศึกษา ในสังกัดเทศบาลนครอุดรธานี ตรวจสอบความเหมาะสมขององค์ประกอบและตัวชี้วัด โดยผู้ทรงคุณวุฒิ จำนวน 5 คน ระยะที่ 2 ศึกษาสภาพปัจจุบัน และสภาพที่พึงประสงค์การจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญสำหรับสถานศึกษา ในสังกัดเทศบาลนครอุดรธานี กลุ่มตัวอย่างที่ใช้ในการวิจัย ได้แก่ ผู้บริหารและรองผู้บริหารโรงเรียน 28 คน และครู 208 คน สังกัดเทศบาลนครอุดรธานี ประจำปีการศึกษา 2561 ระยะที่ 3 พัฒนาแนวทางการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับสถานศึกษา ในสังกัดเทศบาลนครอุดรธานี ประเมินความเหมาะสมและความเป็นไปได้ของแนวทางโดยผู้ทรงคุณวุฒิ 5 คน สถิติที่ในการวิเคราะห์ข้อมูล ได้แก่ สถิติพื้นฐาน ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน ผลการวิจัยพบว่า 1. องค์ประกอบของการจัดการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับสถานศึกษาประกอบด้วย 6 องค์ประกอบ 42 ตัวชี้วัด ประกอบด้วย องค์ประกอบด้านครู ด้านนักเรียน ด้านหลักสูตร ด้านการบริหารจัดการ ด้านกระบวนการเรียนรู้ และด้านผู้บริหารสถานศึกษา ผลการประเมินองค์ประกอบพบว่า มีความเหมาะสมโดยรวมอยู่ในระดับมากที่สุด 2. ผลการศึกษาสภาพปัจจุบันการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับสถานศึกษาในสังกัดเทศบาลนครอุดรธานี พบว่า สถานศึกษาในสังกัดเทศบาลนครอุดรธานีโดยรวมมีสภาพปัจจุบันอยู่ในระดับมาก และเมื่อพิจารณาเป็นรายด้าน พบว่า อยู่ในระดับมากทุกด้าน โดยเรียงลำดับค่าเฉลี่ยจากมากไปหาน้อยสามลำดับคือ ด้านหลักสูตร ด้านการบริหารจัดการ ด้านครูและกระบวนการเรียนรู้ สภาพที่พึงประสงค์การจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญ สำหรับสถานศึกษาในสังกัดเทศบาลนครอุดรธานี พบว่า โดยรวมมีสภาพที่พึงประสงค์อยู่ในระดับมากที่สุด เรียงลำดับค่าเฉลี่ย จากมากไปหาน้อยสามลำดับ คือ ด้านการบริหารจัดการ ด้านนักเรียน และด้านครู 3. ผลการพัฒนาแนวทางการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญสำหรับสถานศึกษา ประกอบด้วย 6 องค์ประกอบหลัก 48 แนวทาง ประกอบด้วย ด้านนักเรียน ประกอบด้วย 10 แนวทาง ด้านครู ประกอบด้วย 9 แนวทาง ด้านการบริหารจัดการ ประกอบด้วย 8 แนวทาง ด้านกระบวนการเรียนรู้ ประกอบด้วย 7 แนวทาง ด้านผู้บริหารสถานศึกษาประกอบด้วย 8 แนวทาง และด้านหลักสูตร ประกอบด้วย 6 แนวทาง ผลการประเมินแนวทางการจัดกระบวนการเรียนรู้ที่เน้นผู้เรียนเป็นสำคัญสำหรับสถานศึกษา ในสังกัดเทศบาลนครอุดรธานี โดยผู้ทรงคุณวุฒิ 5 คน โดยรวมมีความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก
