The Development of Guidelines the Operations White School Management for Non-drug and Trafficking in School Under The Office of Secondary Educational Service Area 23

Abstract

The objectives of this research were : 1) a study of the present condition and its desirable operations white school management for non-drug and trafficking in school under the office of secondary educational service area 23 2) to develop guidelines to the operations white school management for non-drug and trafficking in school under the office of secondary educational service area 23 group examples include executive education and teachers of 327 people using stratified random sampling method using the tools in the research include a questionnaire and interviews. Questionnaire consists of the policy and operations white school management for non-drug and trafficking of ministry of education which comprise of 5 side : preventing, searching, treatment, surveillance and management. The statistics used in the analysis were percentage, average, and standard deviation.

The results showed that, results of a study of the current operations white school management for non-drug and trafficking the moderate. The desirable condition the operations white school management for non-drug and trafficking. The overall average at most level. การวิจัยนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาสภาพปัจจุบันและสภาพที่พึงประสงค์การดำเนินงานสถานศึกษาสีขาว ปลอดยาเสพติดและอบายมุข สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 2) พัฒนาแนวทางการดำเนินงานสถานศึกษาสีขาว ปลอดยาเสพติดและอบายมุข สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 23 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษาและครูผู้สอน ใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นภูมิ (Stratified Random Sampling) จำนวน 327 คน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม และแบบสัมภาษณ์โดยศึกษาและสร้างเครื่องมือการวิจัยตามนโยบายและการดำเนินงานสถานศึกษาสีขาว ปลอดยาเสพติดและอบายมุข ของกระทรวงศึกษาธิการทั้ง 5 ด้าน ได้แก่ การป้องกัน การค้นหา การรักษา การเฝ้าระวัง และการบริหารจัดการ สถิติที่ใช้ในการวิเคราะห์ ได้แก่ ร้อยละ ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน

ผลการวิจัย พบว่า สภาพปัจจุบันการดำเนินงานสถานศึกษาสีขาว ปลอดยาเสพติดและอบายมุข โดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์การดำเนินงานสถานศึกษาสีขาวปลอดยาเสพติดและอบายมุข โดยรวมอยู่ในระดับมากที่สุด ส่วนแนวทางการดำเนินงานสถานศึกษา สีขาว ปลอดยาเสพติดและอบายมุข ประกอบด้วย 5 ด้าน ได้แก่ 1) ด้านการป้องกัน จัดประชุมชี้แจงทบทวนนโยบาย แผนปฏิบัติการ ติดตาม ประเมินผล สรุปรายงาน 2) ด้านการค้นหา คัดกรองจำแนกกลุ่มนักเรียนและรายงานการสำรวจการใช้สารเสพติด 3) ด้านการรักษา จัดบริการสื่อการแนะแนวและดำเนินกิจกรรมเรื่องการป้องกันยาเสพติด 4) ด้านการเฝ้าระวัง องค์กรนักเรียนดำเนินการจัดกิจกรรมที่หลากหลายในสถานศึกษา 5) ด้านการบริหารจัดการ ร่วมประชุมเพื่อกำหนดนโยบาย ยุทธศาสตร์ และส่งเสริมให้ชุมชนมีส่วนร่วมในการป้องกันและแก้ไขปัญหายาเสพติด ผลการประเมินความเหมาะสมและความเป็นไปได้ พบว่า มีความเหมาะสมอยู่ในระดับมากที่สุด และมีความเป็นไปได้อยู่ในระดับมากที่สุด จากผลการศึกษาครั้งนี้สามารถนำมาเป็นข้อมูลพื้นฐานในการดำเนินงานสถานศึกษาสีขาว ปลอดยาเสพติดและอบายมุขในสถานศึกษาอื่นๆ ได้ต่อไป
