การพัฒนาแนวทางการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์และความต้องการจำเป็นการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 และ 2) เพื่อพัฒนาแนวทางการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 แบ่งเป็น 2 ระยะ ได้แก่ ระยะที่ 1 ศึกษาสภาพปัจจุบัน สภาพพึงประสงค์และความต้องการจำเป็นการบริหารงานวิชาการ ของโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 ประจำปีการศึกษา 2563 กลุ่มตัวอย่าง ได้แก่ ผู้บริหารโรงเรียนขนาดเล็ก หัวหน้าฝ่ายวิชาการโรงเรียนขนาดเล็ก จำนวน 144 คน กำหนดขนาดของกลุ่มตัวอย่างโดยใช้ ตารางเครจซี่และมอร์แกนและได้มาโดยการสุ่มแบบแบ่งชั้นภูมิ (Stratified Random Sampling) ประกอบด้วยผู้บริหาร 72 คน หัวหน้าฝ่ายวิชาการ 72 คน ระยะที่ 2 การพัฒนาแนวทางการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 จากการศึกษาโรงเรียนที่มีแนวทางปฏิบัติที่เป็นเลิศด้านการบริหารงานวิชาการ (Best Practice) กลุ่มผู้ให้ข้อมูล คือ ผู้อำนวยการโรงเรียน หัวหน้าฝ่ายวิชาการ จำนวน 6 คน เครื่องมือที่ใช้ในการเก็บรวบรวมข้อมูลคือ แบบสัมภาษณ์แบบมีโครงสร้างและประเมินความเหมาะสมและความเป็นไปได้ของการพัฒนาแนวทางบริหารงานวิชาการสำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 โดยผู้ทรงคุณวุฒิ จำนวน 9 คน วิเคราะห์ข้อมูลโดยใช้ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐา

ผลการวิจัยพบว่า

1. ผลการศึกษาสภาพปัจจุบัน การบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 พบว่า สภาพปัจจุบันโดยรวมอยู่ในระดับปานกลาง สภาพที่พึงประสงค์การบริหารงานวิชาการทั้งโดยรวมอยู่ในระดับมาก และลำดับความต้องการจำเป็นการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นทีการศึกษาประถมศึกษากาฬสินธุ์ เขต 3 เมื่อพิจารณารายด้านเรียงลำดับความต้องการจำเป็นจากมากไปน้อย ได้แก่ ด้านการจัดการเรียนการสอน ด้านการวัดผลประเมินผล ด้านการวิจัยเพื่อพัฒนาการศึกษา ด้านการพัฒนาหลักสูตรสถานศึกษา ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา ด้านการพัฒนาสื่อ นวัตกรรมและเทคโนโลยีทางการศึกษา ด้านการนิเทศการศึกษา

2. แนวทางการบริหารงานวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 มีความเหมาะสมและความเป็นไปได้อยู่ในระดับมาก โดยมีการพัฒนาแนวทางแต่ละด้าน คือ การนำกระบวนการบริหาร PDCA เข้ามาปรับใช้ ดังนี้ 1) ด้านการจัดการเรียนการสอน คือ การวางแผนพัฒนาด้านการเรียนการสอน การจัดการเรียนการสอนต้องมีความสอดคล้องกับหลักสูตร ตัวชี้วัด เนื้อหามีความเหมาะสมกับสภาพแวดล้อม การนำแผนการจัดการเรียนการสอนไปปฏิบัติจัดการเรียนการสอนทุกกลุ่มสาระการเรียนรู้ทุกช่วงชั้นตามแนวปฏิรูปการเรียนรู้โดยเน้นผู้เรียนเป็นสำคัญ การประเมินผลจัดการเรียนการสอนทุกกลุ่มสาระและการปรับปรุงพัฒนาจัดการเรียนการสอนทุกกลุ่มสาระ 2) ด้านการวิจัยทางการการศึกษา คือ วางแผนวิจัยเพื่อพัฒนาการศึกษา ครูผู้รับผิดชอบการวิจัยเพื่อพัฒนาคุณภาพการศึกษาสามารถนำไปปฏิบัติได้จริง โรงเรียนมีการประเมิน ติดตาม การดำเนินงานตามนโยบายอย่างเป็นระบบ เพื่อเป็นการให้ความช่วยเหลือ แนะนำให้ครูดำเนินการวิจัยตามแผนและนโยบายอย่างมีคุณภาพ 3) ด้านการวัด ประเมินผล คือ การกำหนดระเบียบแนวปฏิบัติเกี่ยวกับการวัดผล ส่งเสริมให้ครูดำเนินการวัดผลประเมินผล การเรียนการสอนโดยเน้นการประเมินตามสภาพจริงจากกระบวนการปฏิบัติและผลงาน พัฒนาเครื่องมือวัดและประเมินผลให้ได้มาตรฐาน 4) ด้านการนิเทศภายในสถานศึกษา คือ วางแผนจัดระบบนิเทศภายในสถานศึกษาให้เชื่อมโยงกับระบบนิเทศการศึกษาของสำนักงานเขตพื้นที่การศึกษา จัดระบบการนิเทศงานวิชาการ และการเรียนการสอนภายในสถานศึกษา ดำเนินการนิเทศงานวิชาการและการเรียนการสอนในรูปแบบหลากหลายและเหมาะสมกับสถานศึกษา ประเมินผลการจัดระบบ และกระบวนการนิเทศการศึกษาในสถานศึกษา ติดตาม ประสานงานกับเขตพื้นที่การศึกษาเพื่อพัฒนาระบบและกระบวนการนิเทศงานวิชาการและการเรียนการสอนของสถานศึกษา 5) ด้านการพัฒนาหลักสูตรสถานศึกษา คือ การวางแผนจัดทำโครงสร้างหลักสูตรและสาระต่างๆ นำหลักสูตรไปใช้ในการจัดการเรียนการสอนและบริหารจัดการการใช้หลักสูตรให้เหมาะสม ติดตามการใช้หลักสูตร ปรับปรุง และพัฒนาหลักสูตรตามความเหมาะสม เป้าประสงค์นโยบายการศึกษา วัตถุประสงค์ทั่วไป เนื้อหาและจำนวนชั่วโมงสอนแต่ละวิชา วิธีการจัดกิจกรรมการเรียนการสอน วิธีการประเมินผลยุทธศาสตร์การเรียนการสอนยุทธศาสตร์ของหลักสูตร 6) ด้านสื่อ นวัตกรรมและเทคโนโลยีทางการศึกษา คือ วางแผนส่งเสริมให้ครูผลิตสื่อ พัฒนาสื่อและนวัตกรรมทางการศึกษา เพื่อการจัดการเรียนการสอนที่มีคุณภาพ จัดหาสื่อและเทคโนโลยีเพื่อใช้ในการจัดการเรียนการสอน และพัฒนางานวิชาการประสานความร่วมมือในการผลิตจัดหาจากหน่วยงานต่างที่เกี่ยวข้อง การประเมินผลการใช้สื่อ นวัตกรรมและเทคโนโลยี การพัฒนาสื่อ นวัตกรรมและเทคโนโลยีทางการศึกษา 7) ด้านการพัฒนาระบบประกันคุณภาพภายในสถานศึกษา คือ ผู้บริหารและคณะกรรมการประกันคุณภาพการศึกษา จะต้องร่วมกันวิเคราะห์ มาตรฐานและตัวบ่งชี้ที่มีการประเมินเพื่อจัดทำแผนพัฒนาระบบประกันคุณภาพการศึกษา โรงเรียนมีการจัดทำแผนการพัฒนาระบบประกันคุณภาพการศึกษา เพื่อเป็นการส่งเสริมให้การดำเนินงานประสบความสำเร็จตามเป้าหมายที่วางไว้ โรงเรียนได้มีการส่งเสริม อบรม เพื่อให้มีความรู้ ความเข้าใจในกระบวนการพัฒนาระบบประกันคุณภาพการศึกษา

ผลการประเมินแนวทางการบริหารวิชาการ สำหรับโรงเรียนขนาดเล็ก สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษากาฬสินธุ์ เขต 3 โดยผู้ทรงคุณวุฒิ พบว่า มีความเหมาะสมอยู่ในระดับมาก และมีความเป็นไปได้ของแนวทางอยู่ในระดับมาก
