Abstract

This research aimed 1) To study the composition and indicators Current conditions and desirable conditions of mentoring supervision for schools under Udon Thani office of primary education service area 4 2) To develop guidelines for mentoring supervision for schools under Udon Thani office of primary education service area 4 The research consisted of 2 phrases as follows: Phase 1: To study the composition Indicator and study the current condition The desired condition of the development of guidelines for mentoring-Supervision for School under Udon Thani office of primary education service area 4 The researcher collected data from School administrators and teachers in basic education institutions under Udon Thani office of primary education service area 4 academic year 2018 amount 375 persons The data were analyzed to find the mean and standard deviation. Current conditions and desirable conditions then find the necessary needs index and rank (PNI) from then, studying best guidelines for mentoring-Supervision for School Phase 2 draft guidelines for mentoring-Supervision for School under Udon Thani office of primary education service area 4, The research results were as follow.

1. The results of the study, characteristics and Guidelines for Mentoring-Supervision in the School Under the Office of Udonthani Primary Educational Service Area 4, found that there are 3 issues, 31 clear indicators: 1) communication and meeting preparation Planning of 10 indicators 2) Supervision supervision work of 12 indicators 3) Assessment supervision and suggestion of 9 indicators and the results of the current state of the development of the supervision model for mentors Under the Office of Primary Education Service Area 4, it is at the average level. When considering in each aspect, it was found that at the medium level in all 3 aspects, in order of average order from highest to lowest, namely 1) preparation of supervision and planning meeting 2) supervising supervision operation 3) evaluation of supervision and Give advice. 2. การวิจัยครั้งนี้มีความมุ่งหมายเพื่อ 1) เพื่อศึกษาองค์ประกอบและตัวบ่งชี้ สภาพปัจจุบัน และสภาพที่พึงประสงค์ของการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 2) เพื่อพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 การวิจัยมี 2 ระยะ ดังนี้ ระยะที่ 1 การศึกษาองค์ประกอบ ตัวบ่งชี้และศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ของการพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 ผู้วิจัย เก็บข้อมูลจากกลุ่มตัวอย่างที่เป็นผู้บริหารสถานศึกษาและครูผู้สอนในสถานศึกษาขั้นพื้นฐาน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 ปีการศึกษา 2561 จำนวน จำนวน 375 คน นำข้อมูลมาวิเคราะห์หา ค่าเฉลี่ย และส่วนเบี่ยงเบนมาตรฐาน สภาพปัจจุบันและสภาพที่พึงประสงค์ แล้วหาค่าดัชนีความต้องการจำเป็นและจัดลำดับ (PNI) จากนั้นศึกษาวิธีปฏิบัติที่เป็นเลิศ (Best Practice) ด้านการพัฒนาสมรรถนะครูด้านการประเมินผลตามสภาพจริง ระยะที่ 2 ร่างแนวทางการการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 ผลปรากฎดังนี้

1. ผลการศึกษาองค์ประกอบและตัวบ่งชี้การพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 พบว่า มีจำนวน 3 องค์ประกอบ 31 ตัวบ่งชี้ ดังนี้ 1) ด้านการเตรียมการนิเทศและประชุมวางแผน จำนวน 10 ตัวบ่งชี้ 2) ด้านการปฏิบัติการนิเทศแบบพี่เลี้ยง จำนวน 12 ตัวบ่งชี้ 3) ด้านการประเมินผลการนิเทศและให้คำแนะนำ จำนวน 9 ตัวบ่งชี้ และ ผลการศึกษาสภาพปัจจุบันของการพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 โดยรวมอยู่ในระดับปานกลาง เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับปานกลางทั้ง 3 ด้าน เรียงลำดับค่าเฉลี่ยจากมากไปน้อย ได้แก่ 1) ด้านการเตรียมการนิเทศและประชุมวางแผน 2) ด้านการปฏิบัติการนิเทศแบบพี่เลี้ยง 3) ด้านการประเมินผลการนิเทศและให้คำแนะนำ สภาพที่พึงประสงค์ของการพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษา เขต 4 โดยรวมอยู่ในระดับมาก เรียงลำดับค่าเฉลี่ยจากมากไปน้อย ได้แก่ 1) ด้านการเตรียมการนิเทศและประชุมวางแผน 2) ด้านการปฏิบัติการนิเทศแบบพี่เลี้ยง 3) ด้านการประเมินผลการนิเทศและให้คำแนะนำ

2. ผลการประเมินการพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 พบว่า การพัฒนาแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 ประกอบด้วย 3 ด้าน ได้แก่ 1) ด้านการเตรียมการนิเทศและประชุมวางแผน 2) ด้านการปฏิบัติการนิเทศแบบพี่เลี้ยง 3) ด้านการประเมินผลการนิเทศและให้คำแนะนำ และผลการประเมินความเหมาะสมและความเป็นไปได้พบว่า ด้านความเหมาะสมโดยรวมมีความเหมาะสมอยู่ในระดับมาก ด้านความเป็นไปได้ผู้เชี่ยวชาญมีความคิดเห็นว่า โดยรวมมีความเป็นไปได้อยู่ในระดับมากที่สุด และผลการประเมินคู่มือแนวทางการนิเทศแบบพี่เลี้ยงสำหรับสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาอุดรธานี เขต 4 พบว่า มีความคิดเห็นต่อความเหมาะสมของแนวทาง โดยรวมอยู่ในระดับมาก และความเป็นไปได้ของแนวทางโดยภาพรวมอยู่ในระดับมากที่สุด
