The Development of the Programs to Strengthens in Structional Leadership of School Administrators under Surin Primary Education Service Area Office 3

Abstract

This research aims to; 1) study current conditions, desirable conditions, and the needs to enhance Academic Structional Leadership of school administrators under the Surin Primary Educational Service Area Office 3 2) develop a program to enhance Academic Structional Leadership of school administrators under the Surin Primary Educational Service Area Office 3, The research method was divided into 2 phases. Phase 1 was to study current conditions, desirable conditions, and the needs to enhance Academic Structional Leadership of school administrators. The samples were 148 school administrators school administrators in the Surin Primary Educational Service Area Office 3, and the Research instrument was scaling questionnaire. Phase 2 was to develop a program to enhance Academic Structional Leadership of school administrators under the Surin Primary Educational Service Area Office 3. To evaluate the program used 5 experts who were selected by using the purposive sampling technique. The research instrument was an assessment of the appropriateness and feasibility of the program. Data were analyzed by using frequency, percentage, mean, standard deviation, and modified priority index.

The results of the research were as follows:

1. The current stage of enhancing Academic Instructional Leadership of school administrators overall 4 side was at the mediuam level. The side with the highest mean promoted teaching and learning atmosphere. The desirable condition of the Academic Instructional Leadership of the school administrators. Overall was at a high level. The aspect with the highest average was Instructional Supervision.

2. The Program to enhance Academic Structional Leadership of School Administrators in the Surin Primary Educational Service Area Office 3 consists of 1) Principle 2) Objectives 3) Content 4) Development method 5) Measurement and evaluation. The content consists of 4 module : Module 1 promoted teaching and learning atmosphere., Module 2Determination of the mission, Module 3 instructional Supervision and individualized consideration Module 4 Course Administration. and the feasibility of the program was also at the highest level. The overall program evaluation results were highest level appropriate and the possibilities are at the highest level.

การวิจัยนี้มีจุดมุ่งหมายเพื่อ 1) เพื่อศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นเพื่อเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 2) เพื่อพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 โดยใช้วิธีดำเนินการวิจัยและพัฒนา แบ่งเป็น 2 ระยะ คือ ระยะที่ 1 การศึกษาสภาพปัจจุบัน สภาพที่พึงประสงค์ และความต้องการจำเป็นในการเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา กลุ่มตัวอย่าง ได้แก่ ผู้บริหารสถานศึกษา จากสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 จำนวน 148 คน คน ได้มาโดยกลุ่มตัวอย่างได้มาจากการสุ่มแบบแบ่งชั้นภูมิ เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถามแบบมาตราส่วน ระยะที่ 2 การพัฒนาโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 และประเมินโปรแกรมโดยผู้ทรงคุณวุฒิจำนวน 5 คน ได้มาโดยการเลือกแบบเจาะจง เครื่องมือที่ใช้ในการวิจัย คือ แบบประเมินความเหมาะสมและความเป็นไปได้ของโปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สถิติในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และค่าดัชนีความต้องการจำเป็น

ผลการวิจัยพบว่า

1. สภาพปัจจุบันของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา โดยรวม 4 ด้านอยู่ในระดับปานกลาง ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการส่งเสริมบรรยากาศการเรียนการสอน ส่วนสภาพที่พึงประสงค์ของภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา โดยรวมอยู่ในระดับมาก ด้านที่มีค่าเฉลี่ยสูงสุดคือ ด้านการนิเทศการสอน ความต้องการจำเป็นของการพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ความต้องการจำเป็นในการพัฒนาภาวะผู้นำทางวิชาการของผู้ของบริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 เรียงลำดับความต้องการจำเป็นจากมากไปหาน้อย ได้แก่ ด้านการนิเทศการสอน ด้านการบริหารหลักสูตร ด้านการส่งเสริมบรรยากาศการเรียนการสอน และด้านการกำหนดพันธกิจ

2. โปรแกรมเสริมสร้างภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 ที่พัฒนาขึ้นประกอบด้วย 5 ส่วน ได้แก่ 1) หลักการ 2) วัตถุประสงค์ 3) เนื้อหา 4) วิธีการพัฒนา และ 5) การประเมินผลติดตามผล เนื้อหาภายในโปรแกรม ประกอบด้วย 4 Module ได้แก่ 1. การส่งเสริมบรรยากาศการเรียนการสอน 2. การกำหนดพันธกิจ 3.การนิเทศการสอน และ 4.การบริหารหลักสูตร มีผลการประเมินความเหมาะสมและมีความเป็นไปได้ของโปรแกรมในการนำไปใช้เพื่อพัฒนาภาวะผู้นำทางวิชาการของผู้บริหารสถานศึกษา สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสุรินทร์ เขต 3 จากผู้ทรงคุณวุฒิ อยู่ในระดับ มากที่สุด
