A Study of Education Management Potential of Sub-district Administration Organization in Mahasarakham Province

Abstract

The objectives of this research were 1) to study the educational management potential of sub-district administrative organizations where established schools in Mahasarakham province, 2) to investigate the factors for determining whether the sub-district administration organization is suitable for educational management in the basic education level. There were 36 of participants who involved in educational management. The research instrument used was the interview form.

The results of the study revealed that

1. The study of educational management potential of sub-district administrative organizations where established schools in Mahasarakham province. The result of academic aspect revealed that there was the development of curriculum in school which updated and could be compared with the office of educational service area. The result of personnel aspect revealed that there were various kinds of personnel supports for example there were the scholarship for higher education. The result of budget aspect shown that there should be the systematical plan of budget administration. The result of admiration aspect shown that there was the separating authority to each school under the sub-district administrative organization. The result of building and area aspect found that there were the supports of environments management which suitable for learning.

2. The study of factors for determining whether the sub-district administration organization is suitable for educational management in the basic education level. The results yielded that 2.1) Disparities in education aspect shown that the educational management by the sub-district administration organization was the solution to the problem of inequality in education between the rural area and the downtown since the effective education institutions most located in the city. 2.2) To increase educational opportunities is the provision of public services to people in their communities. According to many sub-district administration organizations have enough budget for educational management in their own area. Hence, people can have the effective educational opportunities without commuting to the downtown. 2.3) Participation of the community in the management of education revealed that the community must participate in educational management. People in the area are able to evaluate and get involved in educational management and also help promoting the education institutions for the most advantages of children.

การวิจัยครั้งนี้มีความมุ่งหมาย คือ 1) เพื่อศึกษาศักยภาพการจัดการศึกษาขององค์การบริหารส่วนตำบลที่จัดตั้งโรงเรียน ในเขตจังหวัดมหาสารคาม 2) เพื่อศึกษาปัจจัยในการพิจารณาว่าองค์การบริหารส่วนตำบลมีความเหมาะสมในการจัดการศึกษาในระดับการศึกษาขั้นพื้นฐาน กลุ่มเป้าหมาย คือ ผู้มีส่วนเกี่ยวข้องในการจัดการศึกษา จำนวน 36 คน เครื่องมือที่ใช้ คือ แบบสัมภาษณ์

ผลการวิจัยปรากฏ ดังนี้

1. ศึกษาศักยภาพการจัดการศึกษาขององค์การบริหารส่วนตำบลที่จัดตั้งโรงเรียน ในเขตจังหวัดมหาสารคาม พบว่า ด้านวิชาการ มีพัฒนาหลักสูตรภายในสถานศึกษาขั้นพื้นฐานให้มีความทันสมัย และเท่าเทียมกับสำนักงานเขตพื้นที่การศึกษา ด้านบุคลากร สร้างความตระหนักแนวทางการพัฒนาในเรื่องของบุคลากรไม่ว่าจะเป็นเรื่องของการสนับสนุนทุนสำหรับครูที่ปฏิบัติงานในสังกัดมีความรู้ที่สูงขึ้น ด้านงบประมาณ ควรมีการจัดการวางแผนในการบริหารงบประมาณให้ชัดเจน ด้านการบริหารจัดการ มีการเปิดโอกาส และมีการกระจายอำนาจในเรื่องบทบาทหน้าที่ของแต่ละฝ่ายให้ชัดเจนไปยังโรงเรียนต่าง ๆ ได้มีความชัดเจน ด้านอาคารสถานที่ มีการสนับสนุนการจัดสภาพแวดล้อมที่เหมาะสมต่อการจัดการเรียนรู้

2. ปัจจัยในการพิจารณาว่าองค์การบริหารส่วนตำบลมีความเหมาะสมในการจัดการศึกษาในระดับการศึกษาขั้นพื้นฐาน พบว่า 2.1) สภาพความเหลื่อมล้ำด้านการศึกษา คือ การจัดการศึกษาขององค์การบริหารส่วนตำบลจะเป็นการแก้ปัญหาของความเหลื่อมล้ำทางการศึกษาเนื่องจากประชาชนจะสามารถเข้าถึงการศึกษาที่มีคุณภาพและไม่มีค่าใช้จ่ายที่สูงจนเกินไป เนื่องจากระบบการศึกษาที่มีคุณภาพยังเข้าไม่ถึง ทำให้เกิดความเหลื่อมล้ำทางการศึกษาระหว่างชุมชนเมืองและชุมทชนตามชนบท เพราะประชาชนส่วนมากก็มีความต้องการที่จะได้รับการศึกษาที่มีคุณภาพมากกว่าจึงต้องเดินทางเข้าไปรับการศึกษาในตัวเมือง 2.2 การเพิ่มโอกาสทางการศึกษา คือ การจัดการศึกษาขององค์การบริหารส่วนตำบลนั้นช่วยเพิ่มโอกาสทางการศึกษาได้อย่างแท้จริง เนื่องจากองค์การบริหารส่วนตำบลหลายแห่งมีงบประมาณที่พร้อมในการที่จะดำเนินการตามอำนาจหน้าที่ในการจัดบริการสาธารณะให้กับประชาชนในชุมชนของตน ประชาชนได้รับการศึกษาที่มีคุณภาพอย่างทั่วถึง ไม่ต้องเดินทางเข้าไปศึกษาในตัวเมือง ลดความแออัดทางการศึกษา และ 2.3 การมีส่วนร่วมของชุมชนในการจัดการศึกษา คือ ชุมชุนต้องมีส่วนร่วมในการจัดการศึกษาด้วยการเชิญประชาชนเข้ามาประเมินและช่วยเหลือมีการประสานงานกับผู้ที่เกี่ยวข้องต่าง ๆ เข้ามามีส่วนร่วมในการดำเนินงานโดยมีส่วนร่วมในปฏิบัติงานตามแผนงานที่กำหนดไว้การประชาสัมพันธ์กิจกรรมและนำมาใช้ประโยชน์เพื่อพัฒนาให้ดียิ่งขึ้นไป
