An Adaptation of the Community by Using Social and Cultural Capital in the Management of Water Resources in the Basin

Abstract

The purpose of this research is to study community adaptation by using social and cultural capital to manage water resources in the Upper Siao Yai Basin. It is qualitative research. There are methods for conducting research by studying information from documents and field data, interviews, group discussions, and indepth interviews. Including participant observation in the upper Siao Yai Basin community. Sample group: 62 photos/person. The results of the study found that. The social capital and cultural capital of the Upper Siao Yai River Basin communities have 6 aspects, namely social aspect, economic aspect, wisdom aspect, resource aspect, belief aspect and ritual tradition aspect. Water resource management in the Upper Siao Yai Basin consists of 4 principles Including 1) participation in water resource management, 2) maintenance management, 3) management that produces economic results, and 4) water resource management for ecological sustainability. As for community adaptation by using social and cultural capital to manage water resources in the Upper Siao Yai River Basin. There are 6 areas of adaptation: social adaptation; economic adjustment Wisdom adjustment Resource adjustment Adjusting beliefs and adapting traditions and rituals which has lived in the upper Siao Yai Basin community since the past until the present The community already has the same capital that can be used to develop the community or adapt to the era of globalization. Using social and cultural capital as the original capital through belief ceremonies in sacred areas such as Pu Ta shrines located along the river basin to manage the water resources of the Upper Siao Yai Basin to be sustainable forever.

งานวิจัยครั้งนี้มีวัตถุประสงค์ ดังนี้ 1) เพื่อศึกษาทุนทางสังคมและวัฒนธรรมชุมชนลุ่มน้ำเสียวใหญ่ตอนบน 2) เพื่อศึกษาการจัดการทรัพยากรน้ำในลุ่มน้ำเสียวใหญ่ตอนบน และ 3) เพื่อศึกษาการปรับตัวของชุมชนโดยการใช้ทุนทางสังคมและวัฒนธรรมในการจัดการทรัพยากรน้ำในลุ่มน้ำเสียวใหญ่ตอนบน เป็นการวิจัยเชิงคุณภาพมีวิธีการดำเนินการวิจัยโดยศึกษาข้อมูลจากเอกสารและข้อมูลภาคสนาม โดยมีเครื่องมือวิจัย คือ แบบสัมภาษณ์ สนทนากลุ่ม สัมภาษณ์เชิงลึก วิเคราะห์ และนำเสนอผลโดยพรรณาวิเคราะห์รวมถึงการสังเกตแบบมีส่วนร่วมในชุมชนลุ่มน้ำเสียวใหญ่ตอนบน กลุ่มเป้าหมาย จำนวน 62 รูป/คน ผลการศึกษาพบว่า ทุนทางสังคมและทุนทางวัฒนธรรมของชุมชนลุ่มน้ำเสียวใหญ่ตอนบนมีอยู่ 6 ด้าน ได้แก่ ด้านสังคม ด้านเศรษฐกิจ ด้านภูมิปัญญา ด้านทรัพยากร ด้านความเชื่อ และด้านประเพณีพิธีกรรม การจัดการทรัพยากรน้ำในลุ่มน้ำเสียวใหญ่ตอนบนมีอยู่ด้วยกัน 4 องค์ประกอบ ได้แก่ 1) การมีส่วนร่วมในการจัดการทรัพยากรน้ำ 2) การจัดการบำรุงรักษา 3) การจัดการที่เกิดผลผลิตทางเศรษฐกิจ และ 4) การจัดการทรัพยากรน้ำในลุ่มน้ำเสียวใหญ่ตอนบน ในส่วนการปรับตัวของชุมชนโดยการใช้ทุนทางสังคมและวัฒนธรรมในการจัดการทรัพยากรน้ำในลุ่มน้ำเสียวใหญ่ตอนบน มีการปรับตัวอยู่ด้วยกัน 6 ด้าน ได้แก่ การปรับตัวด้านสังคม การปรับตัวด้านเศรษฐกิจ การปรับตัวด้านภูมิปัญญา การปรับตัวด้านทรัพยากร การปรับตัวด้านความเชื่อและการปรับตัวด้านประเพณีพิธีกรรม ซึ่งอยู่ตามชุมชนลุ่มน้ำเสียวใหญ่ตอนบนมาตั้งแต่อดีตจนมาถึงปัจจุบัน โดยชุมชนมีต้นทุนเดิมอยู่แล้วที่สามารถจะพัฒนาชุมชนหรือปรับตัวให้เข้ากับยุคสมัยโลกาภิวัฒน์ โดยใช้ทุนทางสังคมและวัฒนธรรมเป็นทุนเดิมผ่านพิธีกรรมความเชื่อในพื้นที่ศักดิ์สิทธิ์ เช่น ศาลปู่ตา ศาลเจ้าปู่จูมคำ ที่อยู่ตามลุ่มน้ำในการจัดการทรัพยากรน้ำลุ่มน้ำเสียวใหญ่ตอนบนให้ยั่งยืนตลอดไป
