A Construction of the Sacred Area for Management of the Natural Resource and Environment in the State’s Area under the Context of Contemporary Society.

Abstract

This research used Qualitative Research Methods, and has three objectives, 1) to study natural resource and environmental management under the government contexts, 2) to study local wisdom in constructing of sacred place in relation to natural resource and environmental management in the government area, and 3) to study constructing of sacred place by the community for natural resource and environmental management in the government area under the contemporary social contexts. The research scope is divided into 2 areas: Tham Siang Khong Temple. which is part of the national reserved forest area, Pa Dong Chom Phu Phan - Pa Dong Ka Cher and the Luplao community covers 5 villages and The target group was 88 people. The methodology consisted of 2 important parts including literature reviews and field data collections using various tools comprised of interview and observation forms, focus group discussions, and organizing community forums. The results were analyzed and synthesized to obtain sets of knowledge to be used in writing a descriptive report.

The research found that management of natural resource and environment under the government context links to three Constitutions of the Kingdom of Thailand as plan and policy that facilitate the rights of communities and locals to involve in the management which considered as procedural rights. However, under the 8th-12th National Economic and Social Development Plans the government has adapted and restructured the organizations as well as operational mechanisms, while at the field level the local communities were actively encouraged to participate in the management. The study area is one of the communities located in the Pa Dong Chom Phuphan-Pa Dong Ka Cher National Forest Reserve and has been using local wisdoms to construct sacred place in relation to management of natural resource and environment for the community within the government area. This practice reviewed the including local history, supernatural and Buddhism aspects, traditions and rituals, and local wisdom and community space management to adjacent surroundings such as management of alternative agriculture, knowledge on herbal use, etc. These have been appropriate tools to manage the area and led to constructing of sacred place by the community for managing natural resource and environment at different time period. As well as contribute to the development of sacred place through using of such local wisdoms to build concrete practices to be more consistent with the recent time such as development of community forest project, establishment process of the temple as a way to preserve Buddhism and protection of the area through local community participation.

การศึกษาครั้งนี้ใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ มีวัตถุประสงค์ 1) เพื่อศึกษาการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมในบริบทของรัฐ 2) เพื่อศึกษาภูมิปัญญาในการประกอบสร้างพื้นที่ศักดิ์สิทธิ์กับการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนในพื้นที่ของรัฐ 3) เพื่อศึกษาการประกอบสร้างพื้นที่ศักดิ์สิทธิ์ของชุมชนเพื่อการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมในพื้นที่ของรัฐภายใต้บริบทสังคมร่วมสมัย ขอบเขตการวิจัยแบ่งออกเป็น 2 พื้นที่ คือ วัดถ้ำเสี่ยงของ ซึ่งเป็นส่วนหนึ่งของเขตพื้นที่ป่าสงวนแห่งชาติป่าดงชมภูพาน-ป่าดงกะเฌอ และชุมชนหลุบเลา ครอบคลุม 5 หมู่บ้าน และกลุ่มเป้าหมายรวมทั้งสิ้นจำนวน 88 คน มีวิธีการศึกษา 2 ส่วนสำคัญ คือ การศึกษาเอกสารและการเก็บรวบรวมข้อมูลภาคสนามจากเครื่องมือต่าง ๆ ได้แก่ แบบสัมภาษณ์ แบบสังเกต การสนทนากลุ่มย่อย และการจัดเวทีระดับชุมชน เพื่อนำข้อมูลมาวิเคราะห์ สังเคราะห์เป็นชุดความรู้เขียนรายงานเชิงพรรณนา

ผลการศึกษาพบว่า การจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมในบริบทของรัฐ เชื่อมโยงรัฐธรรมนูญแห่งราชอาณาจักรไทยจำนวน 3 ฉบับ ที่เป็นแผนและนโยบายเอื้อต่อการให้สิทธิชุมชนและท้องถิ่นเข้ามามีส่วนร่วมในการจัดการ ซึ่งนับได้ว่าเป็นสิทธิเชิงกระบวนการ อย่างไรก็ตามภายใต้แผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 8 -12 หน่วยงานรัฐมีการปรับตัวจากการปรับเพราะมีโครงสร้างองค์กรหรือกลไกทำงานใหม่ ระดับพื้นที่ปฏิบัติการได้สร้างกระแสการตื่นตัวของชุมชนท้องถิ่นที่จะเข้ามามีส่วนร่วมในจัดการได้เป็นอย่างดี พื้นที่ศึกษาเป็นหนึ่งในชุมชนตั้งอยู่ในเขตพื้นที่ป่าสงวนแห่งชาติป่าดงชมภูพาน-ป่าดงกะเฌอ มีการนำภูมิปัญญาในการประกอบสร้างพื้นที่ศักดิ์สิทธิ์กับการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมของชุมชนในพื้นที่ของรัฐ ได้แก่ ประวัติศาสตร์ท้องถิ่น อำนาจสิ่งเหนือธรรมชาติและพระพุทธศาสนา ประเพณีพิธีกรรม และภูมิปัญญาท้องถิ่นกับการจัดการพื้นที่ชุมชน เช่น เกษตรกรรมทางเลือก องค์ความรู้ด้านสมุนไพร สิ่งเหล่านี้เป็นเครื่องมือในการจัดการพื้นที่ได้อย่างเหมาะสม นำไปสู่การประกอบสร้างพื้นที่ศักดิ์สิทธิ์ของชุมชนเพื่อการจัดการทรัพยากรธรรมชาติและสิ่งแวดล้อมในพื้นที่แต่ละช่วงเวลา ที่ส่งผลต่อพัฒนาการของพื้นที่ศักดิ์สิทธิ์ ซึ่งมีการนำภูมิปัญญาดังกล่าว สร้างรูปธรรมระดับพื้นที่ให้สอดคล้องกับยุคสมัยมากยิ่งขึ้น เช่น การจัดทำโครงการป่าชุมชน กระบวนการจัดตั้งวัด ซึ่งเป็นการทะนุบำรุงพระพุทธศาสนาและการคุ้มครองพื้นที่อย่างมีส่วนร่วมของชุมชนท้องถิ่น
